Lyonpo Jigme Thinley informed the gathering that the country has lost 6,236 acres of agriculture land to urbanization and development and pointed out rural-urban migration as another serious threat, with 70% of urban dwellers comprising of migrants.
Lyonpo Jigme Thinley informed the house that during the 17th round of Bhutan-China boundary talks both countries expressed the desire to demarcate the boundary at the earliest.
The Zhabtog Lyonpo Kinzang Dorji said the rules and regulations for construction of temporary, semi-permanent and permanent houses on either sides of the roads was passed on 12th January 1993 by the Lhengye Zhungtshog during its 136th session.

Kokrajhar, Nov. 4: Bhutanese Prime Minister Lyonpo Jigme Yozer Thinley today travelled to the militant-infested Kalikhola area of the Himalayan kingdom via Assam, ostensibly to persuade leaders of the Ulfa, the National Democratic Front of Boroland (NDFB) and the Kamtapur Liberation Organisation (KLO) to close their camps.
Thinley’s visit to the area, seen as a last-ditch attempt by Bhutan to cleanse its territory of militants without using force, follows one by King Jigme Singye Wangchuk a few days ago.
Thinley is believed to have first gone to Gelemphu and then to Kalikhola, where the Ulfa has a camp.

On May 17, Bhutanese Foreign Minister Thinley had announced in Dhaka that his government had warned it would expel ULFA rebels by force if they refused to withdraw peacefully.
Thinley had said that the Bhutan government had held two meetings with senior ULFA leaders and asked them to fix a date for another meeting, probably the last, to fix a deadline for withdrawal.

“Our soldiers, led by His Majesty the King himself, have been able to achieve the objective to dislodge the militants from their camps,” Thinley was quoted by government-run Bhutan Broadcasting Service.
