The m16 was a revolutionary new rifle firing a smaller 5.56*45mm round that was based on a higher probability of hit traded for less stopping power and range.

Colt produced some hydraulic buffers, and they do slow the cyclic rate somewhat but they have a reputation for developing leaks, and the reduction was not as dramatic as desired.
I was not able to verify that claim as my M16 was already about as controllable as shoulder fired.223 Full Auto gets even at the standard cyclic rate.
