Navy League of the United States - Citizens in Support of the Sea Services
Anticipating an imminent firepower gap, the Corps bought and in 1982 fielded the M198 ("Niner Eight") 155mm towed howitzer, which is capable of firing rocket-assisted projectiles and a variety of munitions, including Dual-Purpose Improved Conventional Munitions (DPICM—the artillery’s answer to the cluster bombs dropped from airplanes), up to 30 kilometers.
As the speed of warfare continued to increase, the M198, which weighs 16,000 pounds, seemed heavier every day, and made many think the howitzer was not mobile enough for the Corps.
Perhaps with the cumbersome M198 in mind, the AEFS concept paper also points out that ground-based systems—including the M777—must minimize logistical support requirements and possess tactical mobility equal to that of ground maneuver forces; it also should be as self-sustaining as possible, of course.

Army and Marine Corps M198 Howitzer: Maintenance Problems Are Not Severe Enough to Accelerate Replacement System ...
The M198 howitzers, first delivered to the services in 1979, are approaching the end of their 20-year service life.
They said that to reduce maintenance problems and extend the service life of the M198, about half of their oldest weapons are being sent to ACALA to be rebuilt and are being replaced with newer M198s from lower priority Army Reserve and National Guard units.
To achieve ranges beyond those of the M198, the new howitzer would have to be made heavier, or a new family of extended-range munitions would need to be developed.

The 155LW; Too Light to Fight
No one explained why this range was essential, or what remarkable technology had been discovered to allow half the weight to be shaved from the M198 design, or how it could remain stable after firing a round at max range.
It appears all these conflicting goals were established by incompetent officers, or by contractors who falsely claimed that such a howitzer could be built in order to win contracts.
The advantages of such a weapon are: it would be very light in weight, it would have the accuracy which comes with the non-rifled shell with no precession problems, it would also have the 360 degree "daisy cutter fragmentation pattern of smooth bore mortars and beautiful digging ability.
