Northern Ireland had grand motorway plans in the 60's, with eight single-digit motorways radiating from Belfast throwing off spurs to various provincial towns.
The M3 was initially to be the Belfast to Bangor motorway, but as this never got built, the new motorway section across the Lagan Bridge got the number instead.
It is a continuation of the mainline of the M2 motorway and A2 dual carriageway, which means the three now form a route into the city from the north, looping back out to the north-east on the A2.

As a result, the M1 is "the motorway" and the M2 is, having been completed a year or two later in 1966, "the new motorway".
The M2 is now permanently split in two: filling the gap between its two sections is the A26, which has been upgraded and dualled, making any M2 completion plans redundant.

Completed in the 1960's and not changed much since, the Northern Ireland M1 is a two-lane affair that stretches to nearly 40 miles - the longest stretch of road of this standard in the province.
Among these are two junctions for the M11, which would have started on the M1, headed around the north of Lisburn, and then crossed it again to go south, and one for the M8, intended as a southern bypass of Belfast.
Perhaps the most astounding testament to those failed motorway plans is the footnote that the M1 is the only NI motorway that was actually finished to its intended length.
