M25, although it is now looked on as an entity for a complete radial route of London, has developed in a piece-meal fashion, with each length having to be proposed statutorily and justified on its own merits.
Although it was constructed to motorway standards, when it was completed in 1976 it was given the number A405, this being changed to M25 when the length to the south was opened in 1985.
At the public inquiries in the first half of the 1970s there was determined opposition to motorways and it was claimed by objectors that the Department's forecasts were excessive, a claim that was apparently reinforced by the oil crisis in 1973.

When the motorway was extended westwards towards London in the 1970s, it was renamed M20 and the A2020 reverted back to A20.
In the 1980s the motorway between Ashford and Folkestone (J9-13) was built, but by 1981 the M20 was in 2 pieces separated by a 14 mile gap between Junctions 8 and 9.
This closes the motorway between the two junctions and uses the area as a lorry park until the ferries and Channel Tunnel are fully running again.

Although no motorways had been built in 1937 there had been several proposals for such types of roads and, at the time, Lancashire County Council was proposing to build a North/south motorway through the County.
There attraction to motorways arose from the prospect of rapid unimpeded movement of motor vehicles, reduction of traffic on multi-purpose arterials and the avoidance of damage to property and other "cherished features which cluster along the old main roads".
Even today the M25 does not completely encircle London as the eastern crossing at Dartford is formed of the A282 which is a general purpose road partly in Kent and partly in Essex linked by the Dartford tunnel and bridge which are tolled highways.

 M25 traffic and the lack of information, M25 traffic reports, motorway closed?
I noticed in France that there are regularly sections of their motorways that restrict heavy vehicles to the left lane, and regular signs saying that the left lane continued for another 10 km, 5 km, etc.
The M25 should be closed, it is shocking that travllers are left stranded for hours at a time with no help or relief, babies were crying, drivers and passengers alike were cranky and overheated, I would be shoekced if there were no fatalies as a result of that hellish day on Britain's shame.
The M25 was meant to be the outermost of FOUR ring roads for London.

There is going to be a little bit of road that passes over the junction between where you originally joined the M25 and where you left, so, you haven't actually travelled over all the road and there's an entire carraigeway (going the other way) that you haven't even touched.
For those vehicles that do not have the fuel tank capacity to complete either one or both circuits of the M25; they are permitted to leave the M25 for the purpose of refuelling when necessary but the purchase of drinks, food or any other item is prohibited.
