The actual cost of the using the toll road has been rather disingenuously presented to the public as being lower than it is, with drivers being told that it is a 2 GBP charge per car.
M6 Toll Road use of course affects not just the road users themselves, but those who built the road and are looking to make their profit from the users of it.
The irony is though, that the M6 Toll Road is likely to be more attractive to commercial users than car drivers, and it is well known that it is the commercial users who are perceived as being those who cause the problems in traffic flow on a motorway.

The M6 Toll motorway dates back to the early 1980s, when the UK Government identified a need for a scheme to relieve the heavily-congested M6 through the West Midlands conurbation, which, from its opening in 1972, was heavily congested.
The junction layouts at each end of the scheme were complicated by the concession agreement which made the M6 Toll the 'through route', so that traffic wishing to continue along the M6 had to exit the M6 Toll to rejoin the M6.
Upstream of the ponds, the M6 Toll drainage combines kerbs, gullies and hollow kerbs; combined surface water and groundwater drains (filter drains); the longitudinal drainage channel (In the central reserve); and ditches.

An M6 Toll tag is an electronic toll collection device attached to a vehicle's windscreen, which records the vehicle's passage through toll plazas on the M6 Toll road, in order to charge an account for use of the M6 Toll.

Moreover the difference in traffic levels on the M6 in Birmingham and on the many congested roads parallel to the current M6 Toll, compared to the limited congestion on the sections in Staffordshire and Cheshire mean comparisons between the two are unlikely to be valid.

There's an incentive (because the duty is now to the directly tolled, not the taxpayer) not to invest in noise baffling or environmental verges or runoff filtering.
In the long-term there's an incentive to lower the toll to the point where all it pays for is the toll collection infrastructure itself.
The M6 Toll moves the people who can afford to off the free M6 and provides capacity: the free M6 will end up just as busy as before, but with different people, and the democratic franchise will indeed have expanded, and there will all the good consequences of freer movement as before.
