There is already good reason that the M69 should in fact be called the M46 in that it starts over half a mile south of the M6 and therefore starts in the 4 zone.
This would then mean that the motorway that replaces the A46 for 18 miles or so would have the same name as the road it replaces.
I would point out that the M69 was only extended south of M6 upon completion of the Coventry Eastern Bypass, and is really only part of the extended junction.

Safety on the M69, Leicestershire, will be improved as part of a GBP6.1 million resurfacing and bridgeworks scheme.
