The Walton Summit motorway is an unofficial name given to a slip road connecting the roundabout linking Junction 9 of the M61 and Junction 2 of the M65, to the; south-east of Preston.
The M65 is one of the; few motorways in England that is not operated and maintained exclusively by the Highways Agency (the British Government body responsible for the motorways and main trunk roads in England).
Each motorway in England requires that a Statutory Instrument be published, detailing the route of the road, before it can be built.

However with motorways you can usually carry on beyond the end of the motorway by going onto the road network, and so the first/last junction on each motorway uses the same symbol as other junctions.
In some urban areas (for example Leeds and Manchester) there are stretches of motorway where the junctions are so close together that it was not possible to identify the part of the city that the junction is in, so I named them after connecting streets.

Starting at the M74 junction 4 (M73 junction 1) by the River Clyde, it proceeds north with Birkenshaw to the east and crosses the Whifflet railway line before meeting the M8 and A8 at a three level interchange, west of Swinton.

I think there's roadworks on the A8 between M73 and Edinburgh at the moment; no idea whether these are causing delays, but you might want to consider that.
The motorway route does have a higher average speed, but it's also much longer, so the average travelling times are roughly the same.

With the advent of motorway-building beginning in the United Kingdom in the late 1950s, the M8 was planned as one of a core of new motorways, designed to replace the A8 road as a high-capacity alternative for intercity travel.
The Glasgow inner city section was constructed between 1968 and 1972, using a scheme outlined in the Bruce Report, which was published as the Second World War was closing, and which set out a series of initiatives to regenerate the city.
At present, traffic from the M74, M73 and M80 are all forced onto the eastern section of M8 which within 2 miles converges from 5 lanes down to just 2 on the Kingston Bridge approaches.

The Scottish Office advise motorists that major roadworks are due to commence on Friday April 23, 1999 for five weeks on the M73 Motorway between the A80 and the M8.
Serious delays are expected at peak times particularly northbound and drivers are advised to allow extra time for their journeys or seek an alternative route or mode of transport.
The works involve the reconstruction of 1.5 km of the M73 Motorway and are valued at £1,300,000.

For a long time the M73 was the only way to get anywhere from northbound M74, since unless you took the M73 you were dumped abruptly onto a single carriageway A-road tootling towards Glasgow through the suburbs.
The only likely alterations now remaining are if the M80 goes ahead, in which case the M73 will get a very short northern extension to reach the new road's alignment.
At the northern terminus, the entire motorway swings to the right, narrows to one lane and merges with the A80.
