It was split...initially MACV was in a small headquarters downtown [in Saigon], and, in my opinion, not organized to get the best out of everything." According to him, the staff was simply not taking full advantage of the preponderance of power available from the various forces crammed into the theater.
Moreover, as Kerwin lamented, his bosses "didn't necessarily speak the same language." From the quiet and introspective Westmoreland, to the blunt and down-to-earth Abrams, to the abrasive and volatile Komer, it was usually Kerwin who was caught in the cross-fire.
MACV's problems seemingly culminated on January 31, 1968, during the Tet cease-fire that marked the traditional Vietnamese celebration of the Lunar New Year.

Taken together, the MACV Command Histories trace the events and progress of the Vietnam war from the perspective of the American command headquarters in Saigon, from the increased commitment and build-up of U.S. and Free World Forces in 1964, to the draw-down and withdrawal of those forces, and the disestablishment of MACV in 1973.
MACV was activated in Saigon on 8 February 1962, under the command of General Paul D. Harkins.

MACV, determined to increase the level of employment and housing services provided to homeless veterans in the Minneapolis/St. Paul area, was awarded a Department of Labor Homeless Veterans Reintegration Program (HVRP) grant in March 2000.
MACV works closely with the region's county veterans service officers, who provide eligible veterans and their dependents assistance with applications and claims for both federal and state veterans' benefits through agencies including the VA, Social Security Administration, Railroad Retirement Board, and Minnesota Department of Veterans Affairs.
MACV is an excellent, replicable example of how a caring, effective organization that understands its clients and the local service system can take the lead in developing a comprehensive approach to ending homelessness and helping veterans achieve self-sufficiency.

MACV had sought authority for the launching of such missions (Operation Shining Brass) since 1964 in an attempt to put boots on the ground in a reconnaissance role to observe, first hand, the enemy logistical system known as the Ho Chi Minh Trail (the Truong Son Strategic Supply Route to the North Vietnamese).
MACV, through the Seventh Air Force, had begun carrying out strategic bombardment of the Trail system in southern Laos in April (Operation Steel Tiger) and had received authorization to launch an all-Vietnamese recon effort (Operation Leaping Lena) that had proven to be a disaster.
During 1966 and 1967 it had become obvious to MACV that the North Vietnamese were utilizing neutral Cambodia as a part of it logistical system, funneling men and supplies to the southernmost seat of battle.

MACV was created on February 8, 1962 in response to a substantial increase in U.S. military assistance to South Vietnam.
MACV was first implemented to assist the Military Assistance Advisory Group (MAAG) Vietnam, which controlled all advisory and assistance efforts in Vietnam, but was reorganized on May 15, 1964 and absorbed MAAG Vietnam into its command structure when the deployment of U.S. combat units became too large for an advisory element to control.
The first commanding general of MACV, General Paul D. Harkins, was also the commander of MAAG Vietnam, and after reorganization was succeeded by General William C. Westmoreland in June, 1964, followed by General Creighton Abrams (July 1968) and General Frederick C. Weyand (June 1972).
