Furthermore, in terms of coherence between the MDG and the Doha round agenda, MDG reports should include impact assessments of trade agreements, as their impact is crucial for the rural poor.
In donor countries MDG reports should not fail to show to what respect they do or do not consult civil society organisations in the review of priorities of their development assistance and to what extend parliament is consulted in cases where major shift of development policy take place (e.g.

He then turned to the MDGs, setting these in the context of a wider construction on poverty reduction, and of current work by the Millennium Project in New York, whose report was shortly to be published ( http://www.unmillenniumproject.org/html/about.shtm).
The MDGs could be seen as oversimplified targets, with an instrumental understanding of citizenship and participation, and lack of clarity as to the 'right' to expect support from donors.
The MDGs by contrast had been adopted by all heads of states, at a time when the UN was trying to 'mainstream human rights'.

Gender and the MDGs - ADB Review - ADB.org
The MDGs offer an opportunity to attend to the unfinished business of development—yet another opportunity, and perhaps the last as an international community — to fulfill the promises made through the decades by world leaders to reduce poverty, end hunger, improve health, and eliminate illiteracy.
The inclusion of this goal in the MDGs marks the culmination of many years of discussions and debates, and is related most directly to the discussions and promises made in four United Nations conferences held in 3 consecutive years in the mid-1990s.
In addition to time-bound targets, all MDGs also contain a set of indicators that countries and international agencies are encouraged to use for tracking progress toward the goal.

There appears to be a sense that in the adoption of more general policies, governments have done slightly better than for some of the other actions needed, for example because of the policy papers prepared by governments and for specific commitments made and legislation enacted.
Partially as a result of the MDGs and the Johannesburg Plan of Action, national policies and programs for water and sanitation are being accorded higher priority than before by governments such as those of the Bolivia, Philippines, and Senegal.
The MDGs are becoming well known, but the challenge remains to implement actions to achieve these goals in the given time frame.

MDG 7 is one of the most difficult to monitor, which stems both from vague quantitative targets as well as from the complex nature of the term ‘environmental sustainability’, which makes it difficult to lay down both quantitative and qualitative indicators.

The calculations show that if the goal of reducing the incidence of national poverty prevailing the year 2000 by half is to be achieved by 2015 then Bangladesh needs to sustain a GDP growth rate of about 7 percent per year over the next 15 years.
The available evidence also suggests that the MDG target of halving malnutrition rates by 2015 is not likely to be met through economic growth alone.
Many of the social indicators included under the MDGs are influenced by economic growth through the channels of income-poverty reduction and public expenditures on social sectors.

According to that approach rooted in Western history, political and economic liberalization would be effective antidotes to violent conflict and to poverty and underdevelopment, all under the tutelage of the rich countries and in particular a new United Nations revitalized after the disappearance of the Soviet Union.
We need to remind ourselves that both the MDGs and governance are born not simply as occurrences of a given moment, but in response to concrete political problems.
Good governance as with good intentions on the MDGs must confront and not disguise those structures and systems that generate enormous inequalities between in global consumption and are responsible for the state of oppression and misery afflicting the majority of the world’s inhabitants.

WHRnet Issue - Women and the Millennium Development Goals
Another common critique is that the MDGs reduce the resolutions, platforms, programs and declarations of the United Nations Conferences of the eighties to eight objectives which exclude concepts, indicators and issues -such as gender-based violence and political participation- that are key to the advancement of women's human rights.
The MDGs do not include issues such as war and peace, although it is widely known that the problems women face during and after an armed conflict are one of the major challenges to advance development.
The MDGs present a strategic opportunity to open a dialogue between governments, donors and with civil society which could allow for further analysis of the barriers of women's unequal status in society which serves to hinder the achievement of the Development Goals.

While all poor countries should formally analyze whether they are on target to meet the MDG, the rich countries too should be subject to the same scrutiny and should monitor their progress in delivering on their commitments and prepare reports on their progress, says the HDR.
Asked about the involvement of the IMF and the World Bank and the policies they advocate to developing countries, Fukuda-Parr said that the HDR did not go into the actions of specific institutions, but she stressed the role of the Bretton Woods institutions in making the goals work.

Choike - MDGs, mayor distraction gimmicks
The deliberate exclusion of this fundamental indicator of women’s human rights and empowerment from the MDGs symbolises both the lack of sincerity on the part of the majority of those who voted on them, and the struggle that lies ahead for anyone who seriously seeks equality, equity and empowerment for women.
In fact, a major problem of the MDGs is their abstraction from the social, political and economic context in which they are to be implemented — the ‘political economy’ of the MDGs.
Strategies to ensure that gender inequalities are identified and addressed in the MDG monitoring process and national government policy responses include not only better statistics but a strong women’s movement to monitor those officials who are mandated to monitor, and linking MDG work with gender budgets.
