Mercosur or Mercosul (Spanish: Mercado Común del Sur, Portuguese: Mercado Comum do Sul, English: Southern Common Market) is a customs union between Brazil, Argentina, Uruguay, Paraguay and Venezuela, founded in 1991 by the Treaty of Asunción, which was later amended and updated by the 1994 Treaty of Ouro Preto.
The development of Mercosur was arguably weakened by the collapse of the Argentine economy in 2002 and it has still seen internal conflicts over trade policy, between Brazil and Argentina, for example.
These four Mercosur members were granted associate membership by the Andean Council of Foreign Ministers meeting in an enlarged session with the Commission (of the Andean Community) on 7 July 2005.

Mercosur is attempting to build a customs union - a rare form of integration that involves the duty-free circulation of goods among member countries and a common external tariff for imports from outside the bloc.
But Mercosur has other ambitious goals as well: a structural convergence fund to assist the smallest members of the bloc and reduce the asymmetries, the regulations for which were approved Friday at the 29th Mercosur summit in Montevideo, or common environmental and animal health policies.
The Mercosur parliament, approved by the presidents meeting in Friday's summit, could be beneficial, because it implies diversifying the actors involved in the process and incorporating new visions, as well as encouraging political parties to take a greater interest in questions of integration.

Mercosur, a common market set up in 1991 with the signature of the Treaty of Asuncíon by Argentina, Brazil, Paraguay and Uruguay, aims to improve the competitiveness of its members by establishing a customs union, a progress begun in 1995.
The negotiating directives for the conclusion of an Interregional Association Agreement between the EU and Mercosur were adopted by the Council on 17 September 1999 on the basis of the Interregional Framework Cooperation Agreement signed on 15 December 1995.
At a ministerial-level meeting in October 2004 in Lisbon, Mercosur and EU ministers reiterated the importance they attached to negotiating an inter-regional association agreement, which would be an important factor in developing closer political, economic and trade links between the EU and Mercosur.

One of the most significant current transformations in the Southern Cone of Latin America is the launching of MERCOSUR (Mercado Comun del Sur), a regional integration initiative that includes Argentina, Brazil, Paraguay and Uruguay as current members, with negotiations towards including also Chile and Bolivia 1.
But there is another meaning of the word « culture », namely the collective constructions of codes and systems of social representations that permeate economic, social and political activities; a meaning that is present, though invisible, in the processes of integration and dialogue.
While this fact should be recognised (and the project has to incorporate its study), the links between societies and states involved have strong historical roots: economically and culturally, the boundaries between countries have been quite porous, not only in terms of purely economic transactions.
