The Council expected to be able, on the basis of the report submitted by 31 March 1995, to confirm 1 June 1995 as the date for the start of the transitional period with a view to holding the referendum in October 1995 and to bringing the mission to a successful conclusion shortly thereafter.
Those documents had been classified by MINURSO identification staff and were proving of considerable value as aids to identification, especially for doubtful cases, and for the exhaustive review of all files undertaken in conjunction with the observations received from the representatives of the parties.
MINURSO has completed computerized information relevant to all applications received from persons to be identified in the four population centres in Western Sahara (Boujdour, Dakhla, Laayoune and Smara) and in the camps in the Tindouf area (Awsard, Dakhla, El-Aiun and Es-Smara camps).

The primary function of MINURSO was restricted to verifying the cease-fire and cessation of hostilities.
However, on the assumption that those difficulties were settled and progress made in the initial stages of the voter registration process, the Secretary-General hoped to be able to propose to the Council early in 1994 a detailed timetable for holding the referendum in mid-1994.
The foreseen full strength of MINURSO is approximately 1,700 military observers and troops, 300 police officers and 800 to 1,000 civilian personnel.

MINURSO presented both parties with a provisional programme of identification for July and August 1998, which has yet to be finalized.
The MINURSO engineering support and demining units will not be fully operational until the arrival of their weapons and ammunition.

A group of representatives of the inhabitants of the southern provinces hailed the recognition by the MINURSO that the majority of the eligible Sahrawi voters are living in peace and quietitude in Morocco.
At a meeting held early this week with national and foreign media, the notables and shioukhs of the southern provinces said the provisional lists of the eligible voters released lately by the identification commission shows clearly that the majority of sahrawis are in Morocco contrary to the allegations which were circulated by "Polisario".
The notables denounced the maneuvers made by some members of the identification commission in complicity with the other party in a bid to deprive thousands of eligible sahrawis from participating in the self-determination referendum the UN is planning to hold in the sahara on July 2000.

While welcoming the announcement, the UN Mission for the Referendum in Western Sahara (MINURSO) called for the remaining prisoners-of-war held by Frente POLISARIO to be released early in compliance with international humanitarian law, according to a UN spokesman in New York.
MINURSO also asked the parties - the Frente POLISARIO (Popular Front for the Liberation of Saguia el-Hamra and Rio de Oro) and the Moroccan Government - to cooperate with its efforts to find those people unaccounted for since the start of the conflict in the territory.
MINURSO has been in place since April 1991 after Morocco and POLISARIO agreed to a ceasefire in their long-running dispute over the status of Western Sahara.

The referendum was scheduled for January 1992, but was postponed because the parties were unable to agree on a common list of eligible voters--despite the previous acceptance by both parties of an updated version of the Spanish census of 1974 as the base for voter eligibility.
A complicated formula for determining voter eligibility ultimately was devised, and in August 1994, MINURSO personnel began to hold identification sessions for voter applicants.
The measures proposed were aimed at establishing procedures among the parties to allow MINURSO to begin the identification process of three "contested tribes." After agreement between the parties was reached on the contested tribes, MINURSO began the identification process of an additional 65,000 potential voters.

However and without any doubt, Minurso can be considered to be a successful mission for the United Nations.

The decision, adopted under resolution 1163, aims at helping the minurso continue the identification of would-be voters in the self-determination referendum that the United Nations plans to hold in the territory next December 7.
Under the resolution, adopted at a plenary session chaired by Ambassador Hishashi Owada (Japan), the Council requests the U.N. Secretary-General to report to the council every 30 days from the extension of the Minurso mandate on the implementation of the U.N. settlement plan and the accords concluded by the parties (Morocco and the Polisario).
The MINURSO identification commission said that 104,504 persons have been identified since the identification operation first started in August 1994.

MINURSO was set up to assist the UN Special Representative in this task and the OAU is providing observers for all stages of this plan.
Its personnel and mandate should be expanded to include specific monitoring and investigation of reports of human rights violations as well as measures to take these up with the authorities and ensure that appropriate action is taken.
