The most notorious MKULTRA experiments were the CIA's pioneering studies of the drug that would years later feed the heads of millions: lysergic acid diethylamide, or LSD.
The CIA's LSD experiments were conducted on many unwitting subjects, most often prisoners or patrons of brothels set up and run by the Agency, which had installed two-way mirrors in the establishments to allow for observation of the drug's effects (these studies were referred to as "Operation Midnight Climax").
Some of the MKULTRA subjects who were informed faced even more inhumane treatment: during one experiment in Kentucky, seven volunteers were given LSD for 77 days straight.

  MKULTRA - Wikipedia
MKULTRA (also known as MK-ULTRA) was the code name for a CIA mind control research program lasting from the 1950s through the 1970s.
MKULTRA was started on order by CIA director Allen Dulles in April 1953, largely in response to alleged Soviet, Chinese, and North Korean uses of mind control techniques on US prisoners of war in Korea.
Because most of the MKULTRA records were deliberately destroyed in 1972 by order of then-Director Richard Helms, it is impossible to have a complete understanding of the more than 150 individually funded research projects sponsored by MKULTRA and the related CIA programs.

The scope of MKULTRA is comprehensive and ranges from the search for and procurement of botanical and chemical substances, through programs for their analysis in scientific laboratories, to progressive testing for effect on animals and human beings.
It was noted earlier that the capabilities of MKULTRA substances to produce disabling or discrediting effects or to increase the effectiveness of interrogation of hostile subjects cannot be established solely through testing of volunteer populations.
A substantial portion of the MKULTRA record appears to rest in the memories of the principal officers and is therefore almost certain to be lost with their departures.

Until the recent discovery, it was believed that all of the MKULTRA files dealing with behavioral modification had been destroyed in 1973 on the orders of the then retiring Chief of the Office of Technical Service, with the authorization of the then DCI, as has been previously reported.
Let me emphasize again that the MKULTRA events are 12 to 24 years in the past, and I assure you that CIA is in no way engaged in either witting or unwitting testing of drugs today.
In February 1954, and this was in the very early stages of MKULTRA, the Director of Central intelligence wrote to the technical services staff officials criticizing their judgment because they had participated in an experiment involving the administration of LSD on an unwitting basis to Dr. Frank Olson, who later committed suicide.

MKULTRA Hypnosis and Manchurian Candidate Projects   (Site not responding. Last check: 2007-10-22)
MKULTRA Manchurian Candidate work on hypnotic couriers and hypnotic mind control was carried out by Alden Sears at the University of Denver and the University of Minnesota under Subprojects 5, 25, 29 and 49.
A list of equipment purchased under MKULTRA Subproject 49 includes "1 shock stimulator." Whether the shock stimulator was used as a conditioning tool, to check for hypnotic resistance to pain, or to determine whether a hypnotic subject can perform under stress, is unknown.
The MKULTRA work conducted by Alden Sears demonstrates that hypnotic courier and Manchurian Candidate experiments and training were done by the CIA under a number of different programs, and were contracted out to a number of different institutions and investigators.

Though the CIA destroyed many of the documents related to MKULTRA in 1972, several records relating to the program have made it into the public domain, the work of historians, investigative reporters, and curious Congressional committees.
It was concerned with the research and development of chemical, biological, and radiological materials, which were capable of employment in clandestine operations to control human behavior.

The fact that these experiments took place is remarkable in and of itself, but the story of the CIA's LSD trips approaches the unbelievably bizarre when the cast of characters is considered.

The first phase of Project MKULTRA was to "search for suitable materials for study." For this phase of the project, the CIA used experts in pharmaceutical research as well as involving several private and state institutions.
It is also likely, that this phase of Project MKULTRA had been giving doses of LSD to unwitting politicians in countries whose foreign policies tended to conflict with that of the United States'.
In the mid 1960's Project MKULTRA was reviewed by the CIA Inspector General, and it was decided that there was no longer any need for the project and it was eventually phased out and terminated in the late 1960's.(CIA memo) One might wonder how and why any of this information ever came to light.

CIA records document the participation of at least 80 institutions and 185 researchers.[FN7] Because the CIA funded MKULTRA largely through a front organization, many of the participating individuals and institutions apparently had no knowledge of their involvement with the Agency.
The abuses associated with MKULTRA achieved broad publicity as a result of investigations and published reports by an executive commission chaired by Vice President Nelson Rockefeller [FN10] and a congressional committee led by Senator Frank Church.[FN11] Nonetheless, the details of the project's history remain mysterious.
Whatever may be said of the wisdom or morality of the MKULTRA program and its operation, the Agency's need for the research data "to perform its intelligence function effectively" has not been challenged on this record.

In sworn depositions, Feldman at first denied that he knew Ritchie, but later referred to "this nitwit, Ritchie'' who "deserved to suffer.'' (Judge Marilyn Hall) Patel, in a ruling in May, said the latter statements could be taken as an admission that Feldman had drugged Ritchie.
