The Rookie of the Year award is given by a number of sports leagues, mainly in North American, to the top first-time professional athlete of the season.
The honor is awarded annually to Major League Baseball players (one per league), drivers in the Indianapolis 500-Mile Race, members of NASCAR, the National Basketball Association, the National Hockey League, Major League Lacrosse, Major League Soccer, and the National Football League.
Until 1996, the NFL awarded NFC and AFC Rookie of the Year awards.

MLB needs to identify and clarify the qualifications for the rookie of the year award so voters know what to base their choices on.
A rookie is a player who hasn't accumulated 130 at-bats or 50 innings pitched in previous seasons and hasn't spent 45 or more days on 25-man active rosters, not including times when the active list is expanded to 40.

I think that the rookie of the year award means the first year you are in the MLB, because all the other leagues around the world, from the minors, to Japan leagues they arnt even close to being like the MLB.
But the MLB is totally different look at the hard time Matsui is doing in the league he is adjusting very slowing becasue of all the different pitches that you see.
However, if a 28 year old rookie MLB player finally makes the pros and is making an impact on their team, by all means he should be included in the voting.
