MONUC logistic bases necessary to support the deployment of sector headquarters and guard units are already operational in Kinshasa and Goma and in Bangui in the Central African Republic.
MONUC and UNICEF, together with ICRC and NGOs, are continuing to press for the full adherence by RCD-Goma to resolution 1341 (2001) concerning the ending of the recruitment, training and use of children in the war effort.

Visits by MONUC to the Ntokoro area in Uganda, and to Aru, Aruwara and Mahagi in the Democratic Republic of the Congo confirmed attacks by Ngiti and Lendu militia on Tchomia (30 May and 15 July); Kasenyi (11 June and 23 July); Nioka (10 June); and Ambe and its surroundings (6 and 7 July).
MONUC is also facilitating the establishment of the local police in Ituri through training and assistance, as well as support for the institutions in the justice sector.
While the presence of MONUC and its regular patrols and escorts have contributed to diffusing tensions and reassuring the local population and members of the transition, the Government is ultimately responsible for its own security and that of the city in general.

MONUC sent a team of military observers to the military base in Kamina, in Sud Kivu Province, which borders Rwanda, after a plane crashed on takeoff there at the weekend.

MONUC is monitoring a ceasefire that took effect in the DRC in April to end a regional war that broke out in 1998 when rebels backed by Rwanda and Uganda sought to overthrow the Kinshasa government.

MONUC was originally deployed to the DRC to monitor the implementation of a ceasefire accord signed in Lusaka, Zambia, in 1999.
MONUC has played a facilitating role in the holding of peace talks between warring factions and in the distribution of humanitarian aid, it has conducted sporadic investigations into human rights abuses committed during the conflict and it has monitored and reported on many of the violations of the nominal ceasefire.
MONUC must have been acutely aware of the inevitability of further ethnically-targeted slaughter if it failed to intervene, the fact that it did not demonstrates the ineffectiveness of this force and the lack of will within the United Nations Security Council to adequately address the human rights crisis in eastern DRC.

A statement issued by MONUC on Monday reported that the 700 individuals - including women, children and the elderly - who opted to return to civilian life, were part of a larger group of about 2,000 fighters, the remainder of whom asked to be integrated into the national army.
According to MONUC, those who wished to join the national army were transported to Camp Lwama, some seven kilometres from Kindu, while those who wished to return to civilian life were registered and photographed, after surrendering their weapons and military uniforms to the seventh military regional command.

In November 1999, MONUC's Phase I, called the Joint Military Commission (JMC), was deployed to the DRC in support of the Lusaka Peace Accords.
MONUC does not have a mandate to stop any of the fighting occurring in the Congo.
With the withdrawal of 20,000 soldiers of the Rwandan army, and as the 2,000 remaining soldiers of the Ugandan army withdraw from Ituri region, local rebel forces and militias have increased their hostile actions to gain power and territory, causing the situation in the Congo to deteriorate.

President Laurent-Desire Kabila said on Wednesday that UN demands for totally free movement for MONUC military observers amounted to an invasion of the Congo's sovereignty, but that his government would do what was necessary for MONUC to deploy, Reuters reported.

At the start of this year, the gender adviser to Monuc in Kinshasa contacted UN headquarters in New York requesting that the Moroccan troops in Kinsangani were not sent to Bunia because of allegations of extreme sexual abuse.
An investigation was launched by Monuc in Kinshasa in 2003 but was dropped because of a lack of evidence and support for the investigation from the military contingent commanders.
The situation is further complicated by the fact that most Monuc soldiers are only on six-month postings and, because of the shortness of their stay, are unlikely to ever face a military investigation.

The U.N. Organization Mission in the Democratic Republic of the Congo (MONUC) announced yesterday that all troops operating under Rwanda's current regime have withdrawn from the country, ending over four years of activity in the troubled central African country.
In a statement released in the D.R.C. capital, Kinshasa, MONUC said the last batch of 1,152 Rwandan soldiers Saturday crossed the border from Goma, D.R.C., to Gisenyi, Rwanda, completing a withdrawal process that began last month.
MONUC observers who witnessed the withdrawal said they counted 20,941 Rwandan soldiers leaving the D.R.C. MONUC said about 2,819 Rwandan troops are still unaccounted for, but Rwandan authorities said the troops were on leave, assignment or training at the time of the withdrawal (MONUC release, Oct. 7).

The Unit, together with other components of the Mission, has facilitated the implementation of MONUC’s mandate through activities such as: training and research, communication and dissemination of gender sensitive information, outreach to the Congolese population, capacity building for women leaders, advocacy, monitoring and evaluation of women’s participation in the peace and transition processes.
Their behavior is therefore not only used to judge MONUC in many instances but becomes the yardstick emulated by the population and government.
