The MPAA film rating system is a system used in the United States and territories and instituted by the Motion Picture Association of America to rate a movie based on its content.
Film production companies that were not members of the MPAA were unaffected, and the ratings system had no official governmental enforceability due to the First Amendment of the United States Constitution as interpreted in regards to matters of sexuality, violence, and profanity in the media dating back to 1952's Joseph Burstyn, Inc v.
One of the unintended side effects of the rating system is that the G and (in recent years) PG ratings have been associated with children's films and are widely considered to be commercially bad for films targeted at teenagers and adults.

The MPAA gave the original cut of the film an NC-17 rating for 'some graphic sexual content,' during scenes that illustrated the content a film could include to garner an NC-17 rating although currently, the film is not rated.
Much of the film's press coverage was devoted to Dick and his crew's use of a female private investigator to unmask the identities of the ratings and appeals-board members, a feat that had never been accomplished before, although 60 Minutes and other news organizations have tried.
The film went on to draw crowds at many other festivals, including South by Southwest and the Seattle International Film Festival, and was slated for theatrical release in the Fall of 2006.

Ratings points measure the percentage of all households viewing a program, while the share measures the percentage of households with sets in use (so if there are 100 households, 50 of them watching television, and 25 watching a specific program, that program has a 25 rating and a 50 share).
On January 1, 1997 a system of content ratings for television were introduced in the United States by the FCC due to complaints by various consumer groups of the increasing level of sex, violence and other adult content on televsion.
It is based on the MPAA film rating system but with a few notable differences the main differnce being that unlike the film system it is a voluntary self rated system.

In 1984, the PG-13 rating was created to bridge the gap between PG and R. In 1990, NC-17 was created to replace tthe X rating which had pretty much been taken over by the adult film industry, creating a negative stigma in the minds of most viewers.

As the movie rating system is quarreled over by the masses for its productiveness as a model to arbitrate material viewed by young eyes, voices in the movie industry have proposed the implication of a new assessment into the Motion Picture Association of America’s rating system.
This “A” rating, which would stand for “Adults Only,” is proposed to sit in between the “R” (Restricted) and the “NC-17” (No children 17 and under), essentially to relieve the pressure put on the R without drifting into the whereabouts of an NC-17, which suffers limited distribution because the public associates it with hard-core pornography.
Film critic Roger Ebert, who spoke out against this decision before the nationwide release, was the first person who pitched the idea to the MPAA; like many of his colleagues, he though that future releases with similar material could garner large distribution without the fear of an NC-17 restricting them to limited markets.

A substantial portion of the film, far too much, is showing these PI’s as they stake out the MPAA office in the San Fernando Valley, take license plate numbers and photographs in an attempt to solve the case.
The sad part of the film is that had it been less partisan, it could have made a much more valid point than lobbying for more sexually explicit scenes.
