The MRTA used Fidel Castro as an ally and a supplier of weapons and training both in the early days of the movement and in the months leading to the December 17, 1996 taking of the Japanese Embassy.
The MRTA summarized their sentiments in a press release just before the take over of Japanese embassy: "The Fujimori regime is a terrorist, murderous, criminal gang running Peru," (Shen 1) and "Fujimori continues to approve laws which are strengthening his authoritarian hold," (Obrero 1).
The fourteen MRTA rebels, dressed as waiters and attendants easily made their way in the minimum security event and at approximately 8:20 PM set off explosions and shut the embassy off to the outside world.

The president's speech came hours after the MRTA rebel chief inside of the compound announced that he would gradually release any hostages who were not connected to the Peruvian government.
A statement read on the behest of the MRTA said that they were releasing a "sizable number of hostages," but that a number of people with connections to the Peruvian and Japanese governments would remain in captivity.
