The MSW portion under discussion here is mostly organic, consisting of such materials as restaurant fats and greases, wood, grass clippings, construction debris, and residues from material recovery facilities that cannot be composted effectively.
In this article, these conversion technologies will be examined in terms of their genesis, the types of processes involved, which technologies are being evaluated by cities and counties, the criteria used to rank technologies for a specific application, and performance and implementation issues that must be considered.
At the outset, we indicated that almost all MSW conversion technologies are in various stages of development, from early development to demonstration stage.

As interest in MSW composting increases, one of the concerns that must be addressed is the extent to which the low concentrations of heavy metals and metalloids (metal-like elements) present in MSW compost may adversely affect plant growth, soil organisms, water quality and animal and human health.
Most boron in MSW compost is water soluble and sufficient leaching of the compost prior to application may eliminate the problem of toxicity.
Zinc in MSW compost is unlikely to injure crops and may, in fact, be beneficial in regions deficient in zinc.

The study in Fargo was initiated to investigate the feasibility of using specially constructed bioreactors to increase the rate of stabilization of MSW in a cold climate while simultaneously developing an operational technique similar to the city’s successful composting operation.
The MSW used had been collected from typical residential neighborhoods and was hand placed and compacted, and all plastic bags were opened to ensure an even liquid application throughout the MSW.
In the spring, the MSW and its leachate were found to be quite cold, and as the weather warmed, the bioactivity increased.

With MSW composting, the situation is further complicated by the highly diverse, and often changing, nature of MSW and other materials with which it might be composted.
Hazard Identification: In MSW composting primary hazards for workers include pathogens and their toxins, organic chemicals (many of them are in common household items such as solvents and cleaners), and heavy metals (from items such as batteries and consumer electronics), as well as mechanical and related hazards.
Monitoring of the MSW composting process, for example, has been useful in showing that potentially harmful levels of organisms associated with respiratory disease exist only in the immediate vicinity of a disturbed pile, even though such organisms are widely distributed throughout the environment.

All MSW landfill owners or operators were required to submit a design capacity report to this Department by February 21, 1999 (i.e., 90 days after the effective date of this regulation).
