		MTA is authorized to utilize and cross public roadways and public right-of-ways, to construct and maintain a light rail transit line together with the appurtenances, and to relocate other facilities pursuant to Public Utilities Code Sections 30631, 30633, and 130231.
		MTA is the lead agency for this project under California Environmental Quality Act of 1970 (CEQA), as amended in 1982 and as stated in Public Resources (PR) Code Section 21000 et seq.
		MTA, in cooperation with City, shall ensure, at each of the four at-grade highway-rail crossing and the proposed at-grade pedestrian-rail crossing, the installation of traffic signals for motorists and pedestrians and dedicated train signals (lunar white bar indications) for train operators.

		MTA officials yesterday announced a corporate-style reorganization to create five companies, each with a single transportation mission, including a merged company over both commuter rail services called MTA Rail Road.
		The consolidation was devised by the MTA's executive director, Katie Lapp, and the MTA staff after Gov. George Pataki issued a directive last year telling state agencies and authorities to look for ways to save money by making their operations more effective and efficient, according to Pataki press secretary Joseph Conway.
		The MTA plans to submit the plan to the state legislature by the end of this year, with a goal of implementing it fully by Jan. 1, 2004.

		MTA rail extension plans were already under siege by critics of repeated obvious flaws in engineering and system design five years ago.
		For example, the MTA directly hurt the interests of transit to enrich engineering firms, when it pushed for destruction of the perfectly functional Santa Fe line between Pasadena and Los Angeles, so that it could be rebuilt at higher cost.
