City Councilor Royen Segovia explained that under existing laws and COA regulations, the city government is prohibited from spending money for a privncial road, including Tomas Oppus street, the main thoroughfare that stretches the entire length of the downtown area.
The only solution here is for the province to turn-over these roads to the city government, and this requires mutual agreement and understanding between the two LGUs which Councilor Segovia hopes will be undertaken soonest.
