Allen Quip Provokes Outrage, Apology - washingtonpost.com
At a campaign rally in southwest Virginia on Friday, Allen repeatedly called a volunteer for Democrat James Webb "macaca." During the speech in Breaks, near the Kentucky border, Allen began by saying that he was "going to run this campaign on positive, constructive ideas" and then pointed at S.R. Sidarth in the crowd.
Todd added that the use of macaca, whatever it means, and the reference welcoming Sidarth to America were clearly intended to make him uncomfortable.
Asked what macaca means, Allen said: "I don't know what it means." He said the word sounds similar to "mohawk," a term that his campaign staff had nicknamed Sidarth because of his haircut.

"According to two Republicans who heard the word used, 'macaca' was a mash-up of 'Mohawk,' referring to Sidarth's distinctive hair, and 'caca,' Spanish slang for excrement, or 'shit,'" reported National Journal's Hotline.

Virginia: Much Ado About "Macaca" - The Fix
Stop focusing on whether or not he knew what "macaca" means (which he probably did, and how does one mistake a mullet for a mohawk anyway, what a lame-ass excuse that is) - start focusing on the fact that he welcomed this guy to America.
Putting the "macaca" term aside, the fact that he welcomed him to America (Siddarth is native Virginian) just because of his looks is more proof of his beliefs.
Worse than macaca (which I have hardly ever heard, so it sounds like gibberish), his comment "welcome to Virginia" was anti-immigrant...that is even more offensive to me as it was anti-american.

Groves (2001) recognizes 3 subspecies of the Rhesus macaque: Macaca mulatta mulatta which is found in India, Nepal, Bhutan and Burma; Macaca mulatta villosa which is found in India in Southern Kashmir, Northern Punjab and Kumaon; and Macaca mulatta vestita distributed in India in Khafristan and Chitral.
Macaca assamensis assamensis is found in India, north along Dihang or middle Brahmaputra and Macaca assamensis pelops is found in Central Nepal and Sikkim in India, northernmost West Bengal and the Sunderbans.
Both Macaca assamensis have been categorized Vulnerable in the IUCN Red List 2000, and as Endangered in the 2002 CAMP workshop therefore, sorting out its fate with regard to the different subspecies should be a higher priority than for the other macaques with very numerous species in zoos.

Macaca (also written as macaque) is a dismissive epithet used by Francophone colonials in Africa for native populations of North and Subsaharan Africans.[1] It is derived from the name of the genus comprised of the macaque primates.
Allen has stated that he did not intend the remark as a slur, while his campaign variously insisted the word was either a play on mohawk [10] or a portmanteau word combining the words mohawk and caca to indicate shithead.[11] However, Sidarth maintains that his hairstyle was not a mohawk, but a mullet hairstyle.
