The NLA was founded in the fall of 1999, and was led by Ali Ahmeti, the nephew of Fazli Veliu, founder of the KLA, but was out of the public eye until it began to openly be engaged in, what was considered by Macedonian government and media, "large scale crimes" in 2000 and 2001.
Many members of the Macedonian NLA, led by Ali Ahmeti, later formed the Democratic Union for Integration, a political party that has won the majority of the Albanian votes in the 2002 election and it is a part of the ruling coalition along with SDSM and LDP.

The reason why the NLA, and earlier the KLA/NLAPMB, opposes a democratic and peaceful change of the FYROM Constitution through legal and constitutional procedures and processes is because the agenda of Albanian iinsurgencyi in Macedonia is separatism or partition, not igreater rightsi or iequal rightsi as maintained in the propaganda embeds of Western media.

Since June 8, the NLA had occupied villages to the north of Skopje, including Aracinovo, which is within striking distance of the capital as well as the airport.
NATO involvement in the evacuation provoked an angry response from Macedonian Slavs in the capital, an estimated 15,000 of whom took to the streets, on June 25, in occasionally violent demonstrations.
However, while it is clear that the NLA is supplied from Kosovo, and includes some veterans of the Kosovo conflict, its position has consistently been that it respects the territorial integrity of Macedonia and is only seeking to force long-sought political reforms within the country that have been too slow in coming.

German troops to join NATO force in Macedonia
In the first place, it is doubtful that Macedonian government representatives will be able to reach a political settlement with representatives of the Albanian minority under conditions where the latter are demanding, under increasing pressure from NLA guerrillas, complete independence from the multiethnic state of Macedonia.
NLA insistence that it be included in talks on changes to the Macedonian constitution is aimed above all at securing international recognition for the organisation as the legitimate representative of the Albanians.
Should the NLA not be accepted as a partner in the talks, the organisation is determined to escalate the conflict in order to provoke an intervention by NATO, which it hopes would lead to autonomy under NATO protection similar to the situation in Kosovo.

Decision on the Prosecutor's Request for Deferral and Motion for Order to the Former Yugoslav Republic of Macedonia
The Public Prosecutor General, in the hearing on 25 September 2002, repeated this proposal for a deferral of the NLA leadership case to the competence of the Tribunal.
The Prosecutor therefore reported to the Macedonian authorities in her letter of 26 June 2002 that she had decided not to indict these two individuals and that it would be for the competent Macedonian authorities “to decide on the status of these two individuals in question”.
The Macedonian authorities thus rightly took the position that neither Article 9 (2) of the Statute, nor Rules 9 and 10 of the Rules opposed against the exercise of national jurisdiction by prosecuting the two individuals.

Former "NLA" leader Ali Ahmeti said that "such speculations, as well as announcements for new clashes this spring, represent verbal terror against the Macedonian citizens." In his opinion, the public attention should be focused on implementation of the Framework Agreement.
