POAMS - The Neo-Machian, Digital Physics Website
In Machian physics, all motion is relative; that is, the motion of any one body is relative to some other or others, there being no motion of anything with respect to 'space as such' - whatever that might mean.
And since, in POAMS, all motion is fundamentally rotational and therefore 'gyroscopic', this same alpha frame serves as the reference-frame for the magnitude and direction of all motion whatsoever.
However, like interfering in a marital quarrel, instead of this prospect of reconciliation being welcomed by the oppositely entrenched Relativists and Dissidents in the conflict over time-dilation, POAMS, by announcing its prospect of peace from its standpoint between the two warring factions is, predictably, berated by both sides.

LENIN - The Theory of Knowledge of Empirio-Criticism and of Dialectical Materialism. II - V.I. Lenin - Athenaeum ...
This proposition of natural science is incompatible with the philosophy of the Machians and with their doctrine of truth: if truth is an organising form of human experience, then the assertion that the earth exists outside human experience cannot be true.
The Machians contemptuously shrug their shoulders at the “antiquated” views of the “dogmatists,” the materialists, who still cling to the concept matter, which supposedly has been refuted by “recent science” and “recent positivism.” We shall speak separately of the new theories of physics on the structure of matter.
The Machians one and all insishahey are relativists, but the Russian Machians, while repeating the words of the Germans, are afraid, or unable to propound the question of the relation of relativism to dialectics clearly and straightforwardly.

 Mach space
In both examples that we transported into empty (Machian) space, the people in each torus will see exactly the same rotation rate in the opposite torus, but they will see NO rotation of the background of space with which to determine their own rotation or lack thereof.
so in that torus the crew will feel 2-G. In the Machian empty universe in the same example there is no 'absolute non-rotating frame, so both torii rotate at the orginal rate in opposite directions and their crews would feel 1/2 G as before.

A Machian perspective on Bell's Inequalities
Basically, this post attempts to show that a Machian perspective on Bell’s Inequalities (BI) will eliminate either non-locality and/or support the idea that reality is dependent on the measurement apparatus.
Compare this with Mach’s principle, which states that the inertia of a body is determined by the masses of the other bodies in the universe.
This connection between different bodies in a Machian way is not necessarily non-local.

Whereas the Machian approach, which Barbour recommends, can be developed in terms of Platonia (Triangle Land, for the 3 particles).
According to Barbour's reconstruction of the Machian mechanics (classical), the whole universe has a zero energy and zero angular momentum (for, there is nothing relative to which it moves or it rotates).
However, according to the Machian mechanics, the law of the whole universe determines motion as well as a framework (space and time).

Early Philosophical Interpretations of General Relativity (Stanford Encyclopedia of Philosophy)
Machian influences specific to the general theory of relativity appeared even more extensive.
With this reference in mind, the physicist Phillip Frank, later to be associated with the Vienna Circle, observed (1917/1949, 68) that "it is universally known today that Einstein's general theory of relativity grew immediately out of the positivistic doctrine of space and motion".
In fact, there are both genuine and spurious Machian motivations connected with Einstein's principle of general relativity, a mixture complicated by Einstein's own puzzling remarks regarding the principle of general covariance.

 Machian Problem
Given a dynamical system (say, classical, consisting of a number of particles interacting), the initial data of the masses of the particles, their separations, and the rates of change of those separations are sufficient for determining the future of the system.
However, in order to make such a Machian program of dynamics feasible, it must be kept in mind that such a theory "must be applied to the entire universe", as Poincare clearly points out (and as Mach frequently and naturally assumes).
But as long as the form of question is the same in each case, the Machian idea is alive.

 The Nature of Gravitomagnetism
The best way to begin may reside with the Machian view of physics, if Point A and B are connected and there lies a point C only C can tell of relative positioning difference between A and B to any degree of accuracy.
Einstein incorporated these Machian views in such a way which it would not allow for a violation of the second relativity postulate that c=constant for all relative observers.
Lots of names and confusing terms, but gravito-magnetism is apt named for the cause of the Lense-Thirring effect, and the consequence of the effect would be the generation of framed dragged inertial frames.

Nix the Machian inertia, it comes from the vacuum! - Bad Astronomy and Universe Today Forum
A paper presented by Bernhard Haisch and Alfonso Rueda in 1997 at the NASA Breakthrough Propulsion Physics Workshop proposes (in part) that Newtonian inertia can be derived from the zero-point energy field electrodynamics.
Einstein was struggling to supply GR with an "ether" that was not absolute like the Newtonian-era ether, but could be conditioned by the matter embedded in it.
He insisted that inertia, gravitation, and centrifugal effects all arise from the interaction between matter and the local ether in which it is embedded, with no Machian action-at-a-distance.

 Radial Delocalization
In the short range, transversely driven collective states within their common Compton wavelength result in a vanishing of the radial coherent modes that induce their kinematic localization in the Machian background.
Contrary to the transient folding of a worldline that is at the basis of the quantum evolution of particles, the transition of a system to an infinite or negative temperature by the sole inversion of its mass requires the emission of momentum-energy in the form of a gravitational pulse, as it decoheres and anticoheres
On the other hand, the Machian or relational view of the Universe allows, in principle, to establish and engineer new metric relationships such as those authorizing inertial propulsion and time travel.

You state that “Einstein's General Relativity states that there are no preferred reference frames in the universe” - as far as I am aware, the argument against a preferred reference frame related only to special relativity, and then only to inertial reference frames.
Mach's principle was never developed into a quantitative physical theory that would explain a mechanism by which the stars can have such an effect.2 Although Einstein was intrigued by Mach's principle, his general relativity does not fully agree with it.
There have been attempts to formulate a theory which is more fully Machian, such as Brans-Dicke theory, but none have been completely successful.

The aim was to explore the significance and applicability of a Newtonian cosmology and to clarify to some extent its relation to general-relativistic cosmology.
Such potentials of obviously cosmological origin seem to be required for the majority of (by our definition) Machian gravitational theories (including, e.g., Brans-Dicke).
Conditions for a theory to be Machian or non-Machian are given in terms of algebraic relations for the PPN parameters.

A Machian model of dark energy
Received an honorable mention in the essay contest-2002 sponsored by the Gravity Research Foundation.
Einstein believed that Mach's principle should play a major role in finding a meaningful spacetime geometry, though it was discovered later that his field equations gave some solutions which were not Machian.
It is shown in this paper that the kinematical Λ models, which are invoked to solve the cosmological constant problem, are in fact consistent with Mach's ideas.
