A reasonable assumption is that parents of about 5 percent of all current public school children in the state (about 85,000 children) would take advantage of the tax credit from the first year.
First, a point opponents regularly neglect to mention is that when a child transfers from a public school, it’s true that the school district no longer receives the state funding allocated for that child—$6,700 per student in fiscal 2003—but the state and district are also relieved of the cost of educating that child.
In the end, the charge that choice drains funds from public schools is a red herring designed to obfuscate the real issue: Too many public schools are failing our children and parents are demanding options.

The Mackinac Center is the leading voice for education reform in Michigan, whereas Battaglieri and the MEA are staunch opponents of the reforms proposed by the Center.
The MEA has suffered a number of public setbacks as a result of the Mackinac Center’s work, and it is perhaps understandable that the union’s leadership might want to lash out at the Center for the pain and embarrassment it has caused them.
That is one of the reasons the Mackinac Center has called for a “Teacher Bill of Rights” that would restore the right of individual teachers to bargain for their own terms and conditions of employment and free them from the obligation to provide financial support to a union they have no interest in joining.

Equally uninformed is the Mackinac Center’s assumption that the collective bargaining model used in Michigan is solely a result of the influence of schoolteachers.
To suggest, as the Mackinac Center report does, that a typical tenure case involves a convicted felon and costs a school district more than $100,000, is simply pandering to a biased and uninformed point of view.
The Mackinac Center’s attempt to politicize the issue of public education with socially engineered commentary is a disservice to the institution of public education.

The Mackinac Center has graciously opened their doors to share their experience and skill across the globe, as we fight our own battles for a better society.
In 2001 Joe personally brought the Mackinac Center to the assistance of the Arvon Township school board in the Copper Country of Michigan's Upper Peninsula, as it struggled to overcome the obstacles to the survival of a small rural district and to improve the quality of education.
After leaving the Mackinac Center I had the pleasure and honor to continue working with Joe on several of his “brain children,” including the Michigan Legal Foundation, USA Votes, Inc., and Citizen Legislator.

Mackinac Center directors Robert Teeter, Richard McLellan and D. Joseph Olson are among those described by Democrats as Engler's "hidden advisers." Teeter is President Bush's campaign strategist and pollster.
Almost point for point, Engler seems to be following the Mackinac Center's prescription for "downsizing," as spelled out in its policy papers and studies: Cut property taxes and privatize as many of the state's functions as possible, or deregulate or dump on counties or cities what can't be contracted out to private companies.
Public policy research groups like Mackinac are supposed to stay nonpartisan or they risk losing their tax-exempt status.

Strong, vital public libraries are an essential part of vibrant communities.  Public libraries teach children, serve small businesses and the unemployed, assist the investor, support the entrepreneur and contribute to the quality of life for Michigan residents.  Successful states have strong public libraries.
Since our very first constitution the people of Michigan have believed that strong public library service is an essential part of the quality of life and education in our state.  Funding for public library service has been a joint state and local responsibility and should remain so.
The Center's call for privatization of our state's public libraries is bad public policy and is bad for Michigan.

Policy makers who forget this will do dumb things like jack up taxes on some activity and expect that people will do just as much of it as before, as if they are sheep lining up to be sheared.

 Mackinac VP Overton Killed in Plane Crash - by School Reform News staff - The Heartland Institute
Joseph P. Overton, 43, senior vice president of the Mackinac Center for Public Policy, died on June 30, 2003, as a result of injuries sustained when his single-seat lightweight aircraft crashed after takeoff near Caro in Michigan’s Thumb.
Overton served as a volunteer for the Center in its early years, eventually joining the staff in 1992 and helping it become the largest of some 40 research institutes of its kind outside Washington, DC.
