Meilleur was born in the small Quebec community of Kiamika.
Meilleur was elected to the city of Vanier's municipal council in 1991, and also served as a council member in the Regional Municipality of Ottawa-Carleton (which included members from Vanier and other local municipalities).
The Liberals won the election, and Meilleur was appointed Ontario Minister of Culture with responsibility for Francophone Affairs on October 23, 2003.

Tearing down the 155-year-old building at the corner of Richmond and Dalhousie streets is something the Architectural Conservancy of Ontario has voiced opposition to and they have been supported by Ontario Minister of Culture Madeleine Meilleur.

Yes Meilleur, is a francophone, but her english is poor.
Her coattails were diminished by a conviction for obstruction of justice, the charge that led to her dismissal from the Liberals.
Well technically she cannot run as a Liberal as she has been ejected from caucus as well as denounced the right to put her name in at the Liberal nomination meeting, which is comming shortly.

On November 20th, the OAC hosted a reception at Dancemakers studio in Toronto for the Honourable Madeleine Meilleur, Ontario's new Minister of Culture, to meet the arts community.
As a prelude to her official remarks, she noted that when she was asked by friends what Cabinet position she would most like to have if given the chance, her immediate answer was Culture.
Based in Ottawa, Ms Meilleur has a served on the board of Opera Lyra and has an obvious familiarity with institutions such as the Ontario Arts Council.

 Bridge on budget back burner
Elisabeth Arnold, councillor for Somerset Ward, and Madeleine Meilleur, councillor for Rideau-Vanier Ward, say they will work together in an effort to find the necessary funding to pay for the detailed design of the bridge.
While the city has allotted money for the bridge in its 2004 budget, Arnold is concerned that another one-year delay could spoil any momentum gained from the agreement.
But with a budget geared towards avoiding a tax increase by calling for cuts to snow removal and an increase in transit fares, Meilleur is realistic about the slim possibility of finding the money to get the project underway in 2003.
