		The County hereby reaffirms the objectives set forth in the plan, as amended, to reduce, reuse and recycle so much of the waste stream of Madison County as is feasible, and to landfill the remainder in an environmentally secure public landfill facility.
		Since 1996, Madison County has provided County residents and conditionally exempt small quantity generators with free access to one or more household hazardous waste collection facilities located in nearby counties, to limit the disposal of such materials in the County landfill and to provide an environmentally sound means for the disposal of such materials.
		The County of Madison remains authorized by Chapter 369 of the Laws of 1991 of the State of New York to direct the flow of waste generated in the County to facilities constructed for that purpose.
