  Anime News Network - Shoujo
"Shoujo" is a demographic indicator for anime and manga aimed at girls.
In other words, shoujo is associated with a visual and storytelling style rather than with a demographic.
While it is true that shoujo anime and manga traditionally tend to have a strong focus on relationships and character development, it is far too diverse to be pigeonholed so neatly.

While shoujo anime and manga have indeed become one of the most popular of the subgenres, there is a further subcategory of shoujo that is worth mentioning here.
The "mahou shoujo" branch-off of shoujo anime and manga is one that has become popularized over the years, and has given rise to some of anime and manga's most well-known and loved series, both in the past and today.
If a series fits the shoujo anime or manga profile, and features the supernatural or amazing use of certain powers by a female protagonist, that's when you can be pretty sure you're watching or reading about a "mahou shoujo" anime.

Sequential Tart: The Seductive World of Shoujo Anime (vol III/iss 3/March 2000)
Welcome to the seductive world of mahou shoujo (magical girls) anime, where every little girl has dormant magical powers which awaken with a dramatic flourish — a striking pose, an incantation, and a titillating transformation scene wherein the nubile young vixen's clothes magically disintegrate, leaving in its place an outfit hardly worth fighting in.
Mahou shoujo's sister, shoujo (girls') anime, is filled with sweeping dramatics and intensely emotional story lines that rival even the most complicated soap operas.
Unlike many shoujo girls, Tsukushi absolutely knows who she is, and that she can't be bought by the F4, the group of incredibly rich boys who terrorize her exclusive and upper class school.

AnimeInfo.org - Otaku Dictionary (Part 2)   (Site not responding. Last check: 2007-10-04)
In anime, a sub-genre of the "shoujo" anime/manga type story is "mahou shoujo" (magical girl), which has female protagonists using magical powers to accomplish their goals or mission.
A sub genre of this is "mahou shoujo", which means "magical girl" and refers to those shows that revolve around one or more females with magical or mystical powers (such as Sailor Moon, where ordinary female high school students turn into uniform-wearing magical fighters).
Like its counterpart, shoujo, many females are as attracted to this genre of anime as the boys are and enjoy it as much.

AnimeNation Anime Forums - Different type of mahou shoujo
Usually the typical mahou shoujo involves a ditz but loveable young bishoujo surrounded by a harem of bishoujo (who are all sworn to be her loyal servants and friends).
The problem is that to find variety in a static genre like mahou shoujo you sometimes have to reach for things that you normally wouldn't consider to be part of the genre.
Of course, the problem here is deciding on a definition of mahou shoujo that everyone accepts so that we can all agree on which shows count as mahou shoujo.
