Chen had told a conference of China-based Taiwanese businessmen on October 3 that his speech would be "vital", aiming to bring lasting peace and stability to the region and ease strains with China.
In his speech, Chen spoke at length about establishing a "code of conduct" with regard to military matters and the establishment of confidence-building measures, but none of this was new.
Chen however, said that while he was willing to talk about anything, even whether there was "one China," he could not agree to the acknowledgment of "one China" as a precondition, the key condition, of restarting the talks.

BOOK REVIEW: PUBLIC LAW IN NEW ZEALAND - CASES, MATERIALS, COMMENTARY AND QUESTIONS
The electoral reform debate is indicative of this, although it is difficult to determine whether the desire for change proceeds from dissatisfaction with the electoral system per se or is a manifestation of antipathy towards politicians caused by the often painful changes the country has experience in recent years.
So far as content is concerned, Chen and Palmer's book avoids the traditional format of public law texts and instead follows the materials book model that is popular in the United States, and which many New Zealand law lecturers follow when preparing course outlines.
As the authors state in their preface, theirs is not a reference work containing an exposition of the law, but rather a compilation of materials from which students can discover the law for themselves, and which lecturers can use as the basis of Socratic instruction.

Defending his remarks, Mark Chen said they were not an official protest against Singapore's anti-independence comments at the United Nations, but a way of venting his frustration to local people, using words they could understand.
Chen said he was angered by Singapore Foreign Minister George Yeo's comments at the United Nations that the international community should not let tension between Taiwan and China run out of control and any push by Taiwan for independence could spark war.
Chen, who lived in exile in the United States for nearly 30 years due to his fierce pro-independence stance, has accused Singapore of currying favour with China and even used an expletive in the Taiwanese dialect to make his point.

BASIC - Wikipedia, the free encyclopedia
This wealth of variants shows that the language is an "organic" one and that it may be seen as a subculture dealing with computer programming rather than as a fixed set of syntactic rules.
This applies as well to other "old" computer languages like COBOL and FORTRAN, although the BASIC movement is by far the largest; this may be explained by the large number of IT professionals who learned to program in BASIC during the home computer era in the 1980s.
It may also be possible to set a default beginning element number other than 0 or 1 with an additional command such as Option Base.

However, an argument may be raised in terms of separation of powers that in inquiring into offences, a commission may also make findings which are critical of individuals and relate to guilt or innocence, which is essentially a judicial function.
This may not necessarily be due to a lack of co-ordination between the two inquiries, but may more be due to different historic problems that needed resolving.
Such inquiries may also be an easier form of inquiry for Ministers to control than commissions of inquiry, even though the statutory inquiry may be given the powers of a commission of inquiry to summon witnesses and receive evidence.
