Officially, the Majlis is supposed to deliberate on - and rubber-stamp - government proposals, andcross-question ministers on the implementation of policies.
Even as they grudgingly concede that the Majlis occasionally asserts itself, Saudi intellectuals say democracy in the kingdom is some distance away.
Korayme said that most Majlis decisions are not unanimous, "so there is a kind of opposition".
The Central Shoora had earlier (Nov. 1996) welcomed the dismissal of the National Assembly and the federal government by the president on the hope that the nation after getting rid of the corrupt, oppressive and anti-people government would be rewarded with a sincere, competent, honest and patriotic government.
Despite abstaining from an active part in the elections, the Shoora further announced that the Jamaat-e-Islami will not use violence as a means of obstructing the electoral process.
Moreover, those who had ruthlessly looted the national wealth and had oppressed the people on the basis of improper and illegal use of their rank and status would face unbiased accountability.
"Shoora calls upon all political parties, NGOs and other associations to extend unconditional support and cooperation to the Government in tackling cross-border terrorism, militancy and extremism unleashed on us by forces inimical to the internationally accepted principle of peaceful co-existence," it said.

The Majlis further demanded that the temporary and daily wage employees, which include peons, chefs and accountants, should be made permanent and their salary increased.
In giving a greater leeway to the press and letting the Majlis summon ministers before it, Crown Prince Abdullah is creating the basis for greater accountability in a kingdom where all economic and administrative activity is controlled by the princes of the House of Saud.
Elections to the Majlis are not on the cards; but optimists do not rule them out and expect they will take place in some form in a not too distant future.
The Saudi Majlis is no Indian-style parliament; nor does it explicitly reveal the intense clash of ideas so visible in the elected Iranian Majlis.

The spokesman dispelled the impression triggered by some media circles that Geelani was expelled from the JI Majlis-e-Shoora at the behest of Pakistan for his refusal to visit Pakistan along with Mirwaiz Omar Farooq, Ghani Butt, Yasin Malik and Bilal Lone.
The spokesman added the decision to relieve Geelani from the JI Majlis-e-Shoora was taken considerably earlier and the latter was informed of this decision accordingly.
“He (Geelani) is the leader of a group of the Hurriyat Conference and chief of Tehreek-e-Hurriyat and according to the JI constitution, a person cannot hold memberships of two Shooras simultaneously,” said Zahid Ali Advocate.
