Developed democracy governments need to identify and use the very few middle-class professionals who may come from poor families and have maintained substantial real contact with the poor and so have the relevant street-wise knowledge of the poor's actual problems needed as well as understanding the government systems that could be used best.
And a major concern of government will also be the undesirable social consequences of the poor becoming excessively welfare dependant with their demoralised children turning to drugs, crime and social disorder.
Many working in government jobs have several skills but their job uses only one of their lesser skills, and for them it may be too hard to find and to move to their best job in another department or section.

 Philosophy of Democratic Government 7
Men in power, if allowed to believe and to make others believe that theirs is the government of the people, are prone to consider that their actions are indefectibly related to the common welfare; in other words, democratic origin inspires the governing personnel with a ruthless reliance upon their own judgment.
majority -- but this would set a restriction on the principle of proportional representation -- or we have to imagine such a clumsy procedure as a rotating system giving the premiership to a liberal for six days and to a conservative for four days out of every ten.
The rule of the two-thirds majority for certain measures, e.g., the ratification of treaties, may have to be consented to; but special action will be needed to compensate for the danger of a stalemate that this rule implies.

What Is Democracy? - Defining Democracy
In the dictionary definition, democracy "is government by the people in which the supreme power is vested in the people and exercised directly by them or by their elected agents under a free electoral system." In the phrase of Abraham Lincoln, democracy is a government "of the people, by the people, and for the people."
But rule by the majority is not necessarily democratic: No one, for example, would call a system fair or just that permitted 51 percent of the population to oppress the remaining 49 percent in the name of the majority.
In a democratic society, majority rule must be coupled with guarantees of individual human rights that, in turn, serve to protect the rights of minorities--whether ethnic, religious, or political, or simply the losers in the debate over a piece of controversial legislation.

James Madison Center: Madsion Archives: Quotes: Judicial Supremacy
The problem to be solved, is not what form of Government is perfect, but which of the forms is least imperfect: and here the general question must be between a republican government, in which the majority rule the minority, and a government in which a lesser number or the least number rule the majority.
That government is instituted, and ought to be exercised for the benefit of the people; which consists in the enjoyment of life and liberty, with the right of acquiring and using property, and generally of pursuing and obtaining happiness and safety.
In governments organized on Republican principles it is necessarily lodged in the majority; which sometimes from a deficient regard to justice, or an unconscious bias of interest, as well as from erroneous estimates of public good, may furnish just ground of complaint to the minority.

EUROPA - IDABC - US analyst claims a majority of e-government initiat
"Government initiatives in the digital sector may span across multiple agencies and possibly multiple levels of government and require more political capital, complex governance structures, multilevel funding mechanisms and relationship skills than projects contained in a single organisation," says Chuck Tucker, vice-president and research director with GartnerEXP.
"The five imperatives that are proven key success factors in implementing major e-government initiatives are focusing on the goal, establishing leadership, finding the appropriate skills and financial resources, investing in the building blocks, and continuing to keep the pressure on for ongoing progress," says Carr.
The critical differences relate to factors such as whether the initiative is contained within a single organisation, the number of organisations involved, if the initiative includes various government agencies, the length of the initiative, the various levels of government participation and the overall complexity.
