		But Elaine Makas, a state representative from Lewiston, is angry at what she sees as broken promises.
		Makas and other critics of the river's condition say the Legislature aggravated the situation a few months ago by specifically allowing a section of the Androscoggin and a section of the St. Croix to meet lower environmental standards than all other Maine rivers.
		Makas and environmentalists blame the mills and DEP officials for "negotiating" with the mills rather than enforcing tougher standards.

		Makas, a 46-year-old Pinellas Park construction worker, called the chiropractor in question, Mark Carlo of Indian Rocks Family Chiropractic Center, for an explanation.
