Makhzen is a Moroccan Arabic term for the governing elite in Morocco, centered around the king and consisting of royal notables, businessmen, wealthy landowners, tribal leaders, top-ranking military personnel, security service bosses, and other well-connected members of the establishment.
The word "makhzen" literally means "warehouse" but has long been used in Moroccan Arabic to refer to the elite.
While the contours of the Makhzen are vague, the government itself is generally not considered part of it.

Le makhzen œuvre donc dans la stabilité et la continuité et de ce fait il marque sa volonté de ne pas rompre avec le passé.
En effet, en 1972 le makhzen a repris le dialogue politique avec l’opposition de la gauche officielle, interrompu par la dissolution brutale du parlement en juillet 1965.
Il n’était  nullement question de scier les branches de l’esprit makhzen puisqu’il entendait s’y installer lui-même. Ses  pratiques qui sont aux antipodes des anciennes leçons de ses dirigeants sur la démocratie ainsi que  sa collaboration avec le pouvoir le jettent aujourd’hui dans la décharge de l’Histoire.

La stratégie de compromis avec le makhzen a été théorisée de la manière suivante : au Maroc, coexistent deux légitimités (celles du makhzen et celle du mouvement national) se reconnaissant et se respectant mutuellement.
Nous savons que cette stratégie a servi les intérêts du makhzen et des classes dominantes qui ont pu renforcer leur domination alors que l’écrasante majorité du peuple, dont de larges couches au sein  des classes moyennes, subissaient une répression et un appauvrissement sans précédant.
Dans ces analyses, le makhzen, en tant que structure de pouvoir qui s’est infiltrée par tous les pores de notre société et a renforcé son emprise sur le pays, s’est, comme par enchantement, évanoui.
