Its first five verses are believed to be the first verses of the Qur'an to be revealed to Muhammad, as he sat in the cave of Mount Hira on Laylat al-Qadr (it is thus a Makkan sura.) The date is uncertain, but was most probably Monday 21 Ramadan, ie August 10, 610 CE.

The command to fight against the perfidious and treacherous group of infidels who persistently violated the treaties and tried to destroy peace and security, was to restore law and order in the society.
The command was not general but only refers to particular groups of the Makkan idolaters who were notorious offenders.
