If you're a comic artist, it's got the rules and regulations in Chinese (although it's an international competition open to anyone who does comics in Chinese), as well as a list of previous winners etc. The site's all in Chinese, but the layout isn't so hard on the eyes.
The blog and original comics shown on it are in Traditional characters and written all cutesy, so, for us non-native speakers, it's good practice.
To view her blog in mandarin, you will have to click on the "View" menu at the top of the screen, and switch over to "Simplified Mandarin" encoding, because she does not have this set up in unicode.
