Mandaue lies right across Mactan Island where Lapu-Lapu City is located, which is the site of the Mactan-Cebu International Airport, the country's second busiest airport.

Mandaue City then was known as the "Cove of Cebu." It was formally constituted into a “pueblo” between 1580 to 1700 and was officially known as the town of Mandaue in the year 1899.

Mandaue City Hall department heads and the owners of a private warehouse used as a shabu lab took the heat for failing to inspect the premises, which could have stopped the illegal activity earlier.
Mandaue City Hall officials, barangay captains, police and fire department officials were also given a chance to explain their side for their failure to detect the shabu laboratory.

In a meeting called by Mayor Thadeo Ouano a day after the killing, Mandaue City police officials not only admitted they are still clueless in their investigation, they also bemoaned their lack of resources and support from Camp Crame.
Superintendent Emmanuel Ughoc, the deputy director for operations of the Mandaue City police, told Ouano that this lack of support and resources is affecting the capacity of the police to maintain peace and order in that city.
But while police in Mandaue City are still clueless about the incident, Mayor Tomas Osmena of nearby Cebu City said he believes it the killing was not the result of a plain robbery but was in fact a liquidation.

Oral tradition has it that Mandaue comes from the name of the mantawi, a sturdy vine that grew profusely along the coasts; however, no one alive today in Mandaue can bear witness to its existence, much less describe how it looks.
And most remarkable of all, the project had the total cooperation of Mandaue's mayor and his city council (which came up with the 5 million pesos to put up the festival) as well as the city's first lady, Linda Ouano (who saw to it that the funds were ready when needed).
