Manhattan Community Board No. 4 is writing in support of the transfer of the title of Fleming House, a residence for mentally ill seniors located at 443 West 22nd Street in Chelsea, to its operator, the West Side Federation for Senior Supportive Housing.
This Board encourages and endorses any request by the Board of Education for the zoning override necessary to permit construction of the school improvements, since the existing school building does not have a Certificate of Occupancy and is a non-conforming use located in a manufacturing zone.
Manhattan Community Board No. 4 will oppose the installation of any muni-meters on our narrow sidewalks until the Department of Transportation gives the Board some indication that a well-designed unit can be used, and in all instances, can be positioned with maximum consideration for all users of the sidewalks.

As a result of the long-term efforts of the Manhattan District Attorney's Office, elected officials, community and business leaders, methadone programs operating in the 125th Street area have agreed to enforce certain conditions for clients who use their services.
The community has worked closely with law enforcement, and today's agreement is another part of the community's continuing watchful eye on their neighborhood.

 Board 5 O.K.’s Union Square plan, including the restaurant
Community Board 5 last week approved the redesign of the north end of Union Square Park with an all-but-unanimous vote, paving the way for a playground three times the present size, a restored pavilion with a private concession for a seasonal restaurant and a repaved plaza with a stand of trees at the north end.
The lone dissent in the 29-1 vote at the Feb. 9 Community Board 5 meeting was by Joyce Matz, who was opposed to the private seasonal restaurant in the pavilion and disapproves of the plan for a row of eight trees on the north edge of the plaza.
The plan includes a structure on the east side of the pavilion for three new restrooms, a unisex bathroom with an entrance from the playground for children and their caregivers and men’s and women’s bathrooms with access from the plaza for the public.

Park fired another few shots last week against their favorite target — the proposal for a year-round restaurant in the pavilion — but the Parks Committee of Community Board 5 voted to recommend the entire plan for approval to the full board meeting this week.
Community Coalition board of directors as well as the C.B. 5 Parks Committee cast the only dissenting vote.
At its October full board meeting, Community Board 5 voted 20-5 to approve a preliminary design of the north end redesign in a resolution that called on the city to include the community board in developing the request for proposals for the restaurant.

New York, NY August 24, 2004—The Manhattan Borough Board today approved the sale of Two Columbus Circle to the Museum of Arts and Design (MAD), which plans to redevelop the site and transform it into a vibrant cultural, educational, and civic center.
The 9-1 vote by the Board, which is chaired by Manhattan Borough President C. Virginia Fields and comprised of ten Manhattan Council members and chairpersons of the 12 community boards, was the last in a series of public hearings required prior to the Museum's acquisition of the building from the City.
