Her research shows there is higher student achievement at lower per-pupil expense in those metropolitan areas that have more school districts for parents to choose from.
The difficulty the public schools have, in addition to the fact that they're constrained by politically drawn lines, is that they're constrained because they have a weak sense of mission, no over-arching mission, and they also have been losing the confidence of parents in terms of discipline.
Public schools, by virtue of their political governance, may be averse to controversy, and therefore may shy away from teaching these subjects at all for fear of alienating or offending any group as part of the discussion.

To analyze the program’s impact on public schools, we collected school-level test scores on the 2001—02 and 2002—03 administrations of the FCAT and the Stanford-9, a national norm-referenced test that is given to all Florida public school students around the same time as the FCAT.
Their improvement relative to all public schools on the Stanford-9 was less than a percentile point.
Public schools that received an F grade during the 1998—99 school year were directly exposed to the threat of vouchers if they did not improve their test scores.

A veteran public school teacher from the Dever elementary school in Dorchester wrote an op-ed in the Globe last year that summed-up why this is so: "What makes a good school," he wrote, "whether it's public or private, religious or nonreligious, charter or non-charter, is a feeling.
In such a system, the old barriers between public and private schools no longer make any sense and serve only to reduce the dynamic benefits of competition and limit options for parents and children.

The state’s graduation rate for white students is 87 percent, compared to 43 percent for fl students, according to the Manhattan Institute for Public Policy Research.
The task force recommended further study of the cost of educating students through research and analysis of pilot programs where “relevant characteristics of students” are present.
Those characteristics will continue to change in Minnesota, considering the percentage of students raised in poverty has increased from 25.8 percent in 2000-01 to 28.2 percent in 2003-04, and the percentage of students with limited English proficiency increased from 2.75 percent in 1994-95 to 6.15 percent in 2002-03.

 White House Unveils Market-Based Affirmative Action Policy
The policy was devised to meet the terms of a Supreme Court decision in 1995 that strictly limited the justification and scope of government programs that grant preferences based on race or sex.
The policy announced Wednesday applies to what the government calls "small disadvantaged businesses" and affects every government procurement contract for which there is open bidding.
Under the policy, the 10 percent price break will be allowed only in industries where the value of contracts let in the year studied was well below the capacity of disadvantaged businesses.

(March 2003) A research study by the University of California, Los Angeles, appearing in the Archives of General Psychiatry, 2003; 60:253-258, shows half or more of the children of depressed women experience depressive disorder, concluding that a brief major depression or prolonged mild depression by their mother puts a child at greatest risk of depression.
Researchers also say exposure to maternal depression at any time during the first 10 years of life equally predicts youth depression, even if the mother was only depressed once.
