If this limitation is based on a concern that people will jam a ton of lists on a single page and therefore not use up as many pages as they do under the current scheme, then perhaps it could limited to paying members, or a certain membership tier.
If people don't want to have one list, there would be virtually no cost in terms of UI complication because that one list would be sitting off to the side like the "changes" tab that I don't think I will ever use.
