Dixon was defeated, due to opposition from the Socialist Party of Canada.
In 1918, Puttee helped to create the Dominion Labour Party, which was intended to consolidate labourist activities in various cities throughout the country.
Puttee ran for the Manitoba legislature in the provincial election of 1922 in the riding of Winnipeg -- not as a Labour candidate, but as a Progressive, aligned with the United Farmers of Manitoba.

Labour was not only dissatisfied with the lack of sympathy among the elected representatives, but it was also very critical over the lax enforcement of the few acts regulating conditions at work, safety at work, hours of labour and compensation for injury.
Organized labour felt that the lack of enforcement was the result of the lack of labour representation in the Legislature.

The need to assume a position separate from, and to the left of, labour parties was an essential aspect of the growth of the socialist movement in western Canada.
The party's platform had as its essential object the collective ownership of the means of production, but, at a time when British Columbia socialists had already decided that they could be satisfied with nothing but the destruction of the present order, the manifesto also advocated a number of reforms of capitalism.

The Manitoba NDP government under Premier Gary Doer has introduced a bill to amend the province’s labour legislation.
The bill repeals sections of the existing Labour Code that required unions to file audited statements and which forced unions to seek individual consent from every member to use union funds for political purposes.
The Labour Board is also now empowered to issue "interim certification" in cases where the rights of workers to bargain collectively have been deliberately ignored and undermined by hostile employers.

In 1926 he demonstrated the worth of the parliamentary process when he bargained his vote (and that of one colleague) in return for a promise from the politically insecure PM Mackenzie KING to enact an OLD-AGE PENSION plan.
At Regina in 1933 the new party adopted a democratic socialist manifesto and chose Woodsworth as its leader under the banner of Co-operative Commonwealth Federation.
For Woodsworth the tragedy of the Depression was increasingly overshadowed by the impending horror of WWII and he gave his attention to Canada's international position.

 J. S. Woodsworth Summary
Woodsworth was neither a great orator nor an outstanding party politician, but his integrity and passionate sincerity made him a powerful figure, and even his opponents sometimes paid him tribute as "a saint in politics." The CCF won seven seats in the federal election of 1935 and eight in 1940.
In December 1921, Woodsworth was elected as the Independent Labour Party Member of Parliament for the riding of Winnipeg North, a constituency he served until his death.
When the Canadian Liberal Party nearly lost the 1925 election, Woodsworth was able to bargain his vote in the House for a promise from the Liberal government to enact an old age pension plan.
