The result was a liberal government under Pando, with the capital at La Paz instead of Sucre.
In his administration financial reforms were accomplished, but trouble with Brazil over Acre resulted in the loss (1903) of that region, with the only solace the promise of the Madeira-Mamoré RR as an outlet for E Bolivia.

Born in Cochambamba[?], Salamanca studied law, before being elected to Bolivia's Chamber of Deputies[?] in 1899 for the Liberal Party.
Two years later, President José Manuel Pando[?] appointed him Finance Minister.
Salamanca eventually split with the liberals, however, and helped to found the new Republican Party, running unsuccessfully for vice president in 1917 and for president in 1920 against fellow Republican Party member Juan Batista Saavedra[?].

At the end of the century in 1897, a scientific expedition headed by General José Manuel Pando (President of Bolivia from 1900 - 1904) and Lucio Perez Velasco with scientist G. Vamoux (a Frenchman who explored Pelechuco and the Madidi) followed the tracks of Alcides D'Orbigny, Chandler and Heath.
Pando explored Ulla Ulla and the Apolobamba, primarily Cololo and the Chaupi Orko mountains.
Under Pando’s government, great scientists such as Alcides D'Orbigny, Erland Nordenskiod, Martin Conway, William Evans, Steissmann, Senechal de la Grange, and Crequi Montfort were invited to study in Bolivia.

Although the Paz Estenssoro government closed the Military Academy for a year, it kept open the School of Arms and the "Marshal Andrés de Santa Cruz" Command and Staff School (Escuela de Comando y Estado Mayor "Mariscal Andrés de Santa Cruz"--ECEM), which had replaced the ESG in Cochabamba in 1950.
Paz Estenssoro also formally established the "General José Manuel Pando" School of Military Engineering (Escuela de Ingeniería Militar "General José Manuel Pando"--EIM), which had already begun operating in La Paz in 1950.
In addition to reestablishing the Military Academy in 1954, Bolivia began sending a few officers to attend the School of the Americas (Escuela de las Américas) in Panama.

The remainder of thee 19th century material includes correspondence from several American diplomats, an autograph document by Juan Antonio Pezet with autobiographical information and his last wishes, correspondence from various secretaries of state and other officials in Washington, and a letter from Ricardo Palma to Federico Alfonso Pezet.

Lanza got its name by Colonel José Manuel Pando in 1897 in the section under Mosojhuaico as Lanza in remembrance to one of the Bolivian independence “proto-martyrs”.
The same Pando alluded the local name Mosohjuaico - “broken wide” in Quechua tongue - as the one that used by the rescuers of Quina to name the course of water.
It is the only historic reference that has been able to be found in relation with this river.
