Maraging alloys are not technically steels since they don't have carbon.
When the steel as a whole is put under stress all the soft bits can work together around the hard bit and the material can be more easily deformed than the hardness reading may lead one to believe.
I am not limiting my observation to steels here, but my point is that it is not the steels that are strange, but what we are inclined to think Rc hardness readings indicate.
