Girard, Marc-Amable, notary, politician, premier of Manitoba (b at Varennes, LC 25 Apr 1822; d at St-Boniface, Man 12 Sept 1892).
Girard was a man of compromise, respected for his personal charm and integrity, but he lacked the leadership necessary to promote French Canadian political interests during a critical transition.
Girard became premier of Manitoba June 1874, the first French Canadian to hold that post, but resigned later that year.

The Girard government fell apart in November-December 1874 as a result of ethnic tensions.
He soon emerged as leading figure in the opposition, and on July 2, 1874 supported a non-confidence motion which brought down the government.

Marc Amable Girard is a French Canadian, from Varennes below Montreal, who has recently removed here.
These men were all to figure prominently in early Manitoba history: Henry J. Clarke, an Irish-born Catholic; Joseph Dubuc, schoolmate and friend of Louis Riel, and friend of Father Ritchot; Marc Amable Girard, a schoolmate of Bishop Tache; and Joseph Royal, like the others a lawyer, and the most brilliant of the quartette.
Girard's first task was to prepare a digest of the old laws of Assiniboia the simple code which had sufficed Red River in its stagnant days but which could form no more than a starting point for any legal order adequate to an expanding province.

GIRARD, Marc Amable, Canadian statesman, born in Varennes, Quebec, 25 April, 1822.
Girard became a member of the executive council under Lieutenant-Governor Archibald, and was treasurer of Manitoba from September, 1870, till March.
He was premier of the province, with the office of secretary, from 8 July to 2 December 1874, when he and his government retired.

In this Archibald seriously underestimated the man. Compelled to restrict himself to a bare minimum of ministers, Archibald appointed Marc-Amable G irard as provincial treasurer and Alfred Boyd*, a merchant, as provincial secretary.
Although these choices had the appearance of balancing the two ethnic elements, they actually favoured the English-speaking community because Boyd had been an opponent of the provisional government and Girard was a newcomer recently arrived from Quebec.

The formation of the new Cabinet under Marc-Amable Girard resulted in the introduction of responsible government in Manitoba.
Davis became Premier in December, 1874, following Girard’s resignation.
He provided moderate and stable government, achieved economic development, obtained better financial terms from Ottawa, and eliminated the provincial debt.

The first newspaper published on the Canadian prairies was issued at Red River in 1859.

The first Manitoba Provincial Secretary was Marc-Amable Girard, who was appointed to the position on September 16, 1870 by Lieutenant-Governor Adams George Archibald, shortly after his arrival in the province.
Prior to 1977, it was not considered unusual for Manitoba's provincial Premiers to concurrently hold the office of Provincial Treasurer or Finance Minister.
Manitoba's Finance Ministers were known as Provincial Treasurers before 1969.
