In 1968 Salazar suffered a severe stroke and was replaced as prime minister by another academic, Marcelo Caetano.
Caetano loosened the reins a bit and even tolerated some token dissent in the rubber stamp parliament.
In it he proposed a type of federation of Portugal and its African colonies as a means of bringing the wars to a halt.

(Marcelo das Neves Alves Caetano) Político portugués (Lisboa, 1906 - Río de Janeiro, 1980).
Sin embargo, adoptó en el seno del régimen posiciones moderadamente aperturistas, criticando los excesos autoritarios de Salazar, hasta el punto de dimitir como rector en protesta por una intervención de la policía en el campus de su Universidad.
Con esa significación liberalizadora, fue nombrado primer ministro en 1968, sustituyendo a Salazar por enfermedad; cuando éste murió, en 1970, Caetano siguió al frente del gobierno, hasta que fue derrocado por la «revolución de los claveles» de 1974.
