11 March 2004 Madrid train bombings - Wikipedia, the free encyclopedia
The attacks were the deadliest assault by a militant organisation against civilians in Europe since the Lockerbie bombing in 1988 and the worst militant assault in modern Spanish history.
Although ETA has a history of mounting bomb attacks in Madrid, planting delayed-action bombs to kill rescue workers and using booby traps (such as explosives in wallets), as well as also having attempted to attack trains [18], the 11 March attacks were on a scale far exceeding anything previously attempted by a European militant organisation.
On 12 March the Spanish went out to the street to protest against the bombings, in a government-organised demonstration to condemn ETA, who at the time were being blamed for the attacks.

September 11, 2001 attacks - Wikipedia, the free encyclopedia
The September 11, 2001 attacks (often referred to as 9/11) were a series of coordinated terrorist attacks upon the United States, predominantly targeting civilians, carried out on Tuesday, September 11, 2001.
According to Mohammed Afroze, a planned simultaneous attack in London on the Palace of Westminster and Tower Bridge was aborted at the last minute when the would-be hijackers, waiting to board the planes they were to hijack, saw the damage in the U.S., panicked, and fled.
The attacks are almost universally referred to as terrorist attacks, and certainly fall under the two most-used definitions, both "political violence by non-state actors" and "political violence against civilians".

The Implications of the September 11th Terrorist Attacks for California   (Site not responding. Last check: 2007-10-22)
The threat of an individual or a terrorist group acquiring deadly biological materials from a lab in California and using it to terrorize and kill indiscriminately is a low probability.
Part of the challenge of preempting attacks before they occur, or mitigating the consequences if terrorists do strike, is to understand the range of weapons materials available to terrorists.
While terrorists have employed disease and poison on comparatively few occasions, trends in the 1990s involving mass and indiscriminate casualties and greater attention to unconventional weapons make it critical for state and local authorities to know what materials are located in their jurisdictions and who has access to them.
