Cannabis (drug) - Wikipedia, the free encyclopedia
That marijuana is now well known in English as a name for drug material is due largely to the efforts of US drug prohibitionists during the 1920s and 30s, who deliberately used a Mexican name for cannabis in order to turn the populace against the idea that it should be legal.
A small amount of resin, or marijuana (oil or bud), known as a spot is then pressed between the knives and the resulting smoke inhaled through a funnel, often made from a bottomless soft-drink bottle.
In 1970, the Controlled Substances Act made possession of marijuana illegal again on a federal level, without the Fifth Amendment issues that scuttled the 1937 act, and without apparent concern for the issues which required the Eighteenth Amendment to effect the prohibition of alcohol.

If marijuana does not have a significant dependence liability according to conventional medical standards, there is little justification for punishing medical use of marijuana by individuals on their own responsibility with criminal sanctions.
Fourth, long-time abusers of marijuana are not immune to illness.
First, if marijuana does not have a significant dependence liability, then it does not have reinforcing effects that contribute to denial, which, as expressed by DEA, is when users "invent excuses, which they can come to believe, to justify their drug dependence."
