Marine Corps Air Station Futenma (MCAS Futenma) is a United States Marine Corps base located in the city of Ginowan on the island of Okinawa at 26.27° N 127.76° E.
MCAS Futenma is a key American airbase where Marine Corps pilots and aircrew are assigned for training, providing the air complement to other land-based Marines in Okinawa, and to help fulfil the 1952 treaty commitment of the United States to defend Japan.
The air station is tasked with operating a variety of fixed and rotary-wing aircraft in support of the III Marine Expeditionary Force.

Answer: The United States warmly welcomes the July 29 agreement by the Japanese Government, Okinawa Prefectural Government, and Nago City on a Basic Plan for replacing Marine Corps Air Station (MCAS) Futenma, a United States military base in Okinawa, Japan, with a new facility near Nago City, Okinawa.
Relocating MCAS Futenma is one of the prime elements of the 1996 Final Report of the Special Action Committee on Okinawa (SACO), which contained recommendations for reducing the impact of the U.S. military presence in Okinawa.
Under the SACO plan, the Japanese Government undertook to provide a replacement facility for the MCAS Futenma that meets our operation requirements.
