The base is along the Pacific Ocean and concerns itself primarily with the training of new United States Marine recruits, specifically male recruits from west of the Mississippi River.
Marine Corps presence in San Diego dates back to July 1914, but ground was not broken for a permanent base until 2 March 1919, after Joseph Henry Pendleton (for whom Camp Pendleton was later named) successfully fought for a base in the area.
By 1921, the base was formally commissioned and in 1923, it became the primary recruiting center for the west coast.

San Diego was not only convenient to the Pacific approaches of Latin America, where it was apparent that trouble could be expected at intervals, but it could also serve advantageously as a port of embarkation for Hawaii and the Far East.
It came to San Diego as a component of the larger command there, but it was destined to grow so much in the years ahead that it would eventually crowd all other Marine Corps functions from the limits of the post on the bay and, finally, give its own name to the post.
Though the 4th Marines was never to come back to San Diego, the base at that city was to have a prominent role in the events of the 1930's, as the Marine Corps took the necessary steps to realize one of the most important developments of its entire evolution as an amphibious force.
