The Marine Corps was initially composed of infantry combat forces serving aboard naval vessels, responsible for security of the ship, its captain and officers, offensive and defensive combat during boarding actions, by acting as sharpshooters, and carrying out amphibious assaults.
Marines are less generous with awards and unit identification; the rationale behind this is that as a member of an elite force, it is enough to be identified simply as a Marine.

 Marine Corps Security Guard Ribbon - Wikipedia, the free encyclopedia
The award recognizes those Marine Corps personnel who have served as Security Guards and is retroactive to January 28, 1949.
To be awarded the Marine Corps Security Guard Ribbon, a service member must hold the Marine Corps military occupational specialty (MOS) 8151 Marine Corps Security Guard and must have served twenty-four months of service at an American Embassy or Consulate.
Additional awards of the Marine Corps Security Guard Ribbon are denoted by service stars except for those awards which are retroactively presented, in which case the Marine Corps Security Guard Ribbon is a one time only decoration.

Marines who served in or were attached to another branch of the U.S. military services and received a decoration, unit award, or service award of comparable criteria to one issued by the naval service may wear the award on Marine Corps uniforms, unless otherwise prohibited by these regulations.
Marines who were assigned to the cited unit while in a civilian status must be specifically included by name in the recommendation or citation to be eligible to wear the award on the uniform.

Basically, the ribbon has been grandfathered back to 1949, so anyone who rates it from then on is authorized to wear it.
The ALMAR above names all personnel who are authorized to wear the ribbon, and the critera is that you have to serve 24 consecutive months on the duty, and you cannot have been kicked off the program for any reason.
