 HLSCG
The U.S. Coast Guard reminds members of the maritime community that security plans for vessels and facilities affected by the Maritime Transportation Security Act of 2002 are due to the Coast Guard by the end of this month, and warns that it may impose civil penalties for not complying with the requirement.
The U.S. Coast Guard is a Military, Maritime, Multi-Mission Service under the direction of the Department of Homeland Security dedicated to protecting the Safety and Security of America.
It also has command responsibilities for the U.S. Maritime Defense Zone, countering potential threats to American's coasts, ports, and inland waterways through numerous port-security, harbor-defense, and coastal-warfare operations and exercises.

 A Seam in Our Force
National defense is one of the Coast Guard's most important missions, and the service has worked closely with the Navy since 1797--and, since 1947, with DOD as well--to safeguard U.S. maritime security.
Trained in a variety of small-boat tactics that are particularly useful within crowded harbors and ports, PSUs are ready to defeat high-speed waterborne craft, swimmer-delivery vehicles, and special operations swimmers, to maintain safety and security zones, to inspect suspect vessels, and to carry out numerous other tasks, some of them highly classified.
Several Coast Guard Port Security and Waterways Details traveled throughout the Republic of Vietnam, inspecting ports, harbors, and inland waterway facilities for security against attack and, among other tasks, ensuring the safe storage of munitions and other hazardous materials.

The new "Defender Class" boats will replace nearly 300 non-standard shore based boats and provide a standardized platform for the Coast Guard's new Maritime Safety and Security Teams (MSST's) which were established as a result of the September 11th terrorist attacks.
The boats have increased maneuverability and are capable of speeds in excess of 40 knots (46 mph) with twin outboard engines.
The 25 ft Response Boats, "add valuable capability to the Coast Guard as well as being more efficient in terms of training and costs," said Capt. James Maes, Acting Chief, Office of Boat Forces.

Deepwater's Second Maritime Security Cutter Under Contract With First Vessel Ahead of Schedule
ROSSLYN, Va. --- As part of its sweeping modernization program, the U.S. Coast Guard awarded Integrated Coast Guard Systems (ICGS) a contract to begin production and delivery of the second Maritime Security Cutter, Large (WMSL, formerly called the National Security Cutter).
These cutters provide a platform that is highly flexible to accommodate the technology and capabilities needed to address potential threats as the Coast Guard carries out its important work of guarding our coastlines and protecting our maritime interests,” said Jamie Anton, executive vice president of ICGS.

Canada-US Relations - Defence Alliance - Maritime Security - CASR - Canadian American Strategic Review
In December 2002, the United States released a Maritime Strategy for Homeland Security, a document that reaffirmed the United States Coast Guard’s (USCG) role as the lead agency in American maritime security, and promised to improve port security and maritime domain awareness.
To ensure that the USCG will be better equipped to meet current and emerging maritime threats, the United States has funded a USCG recapitalization program, the Integrated Deepwater System (IDS).
If intelligence assets are effective, the number of platforms required to survey maritime domains – and to intercept suspicious vessels – becomes both affordable and sustainable over time.

Strategic Insights -- An Interagency Approach To U.S. Port Security
Despite the USCG role in military operations, its role in terms of homeland security is primarily civil law enforcement related; therefore, its participation is termed “quasi-military” for the purposes of this essay.
The USCG, ICE and CBP (and TSA to the degree it has resources to deploy) should coordinate their efforts in the MTS domain, because each owns a “piece of the puzzle.” As suggested, the MTS is really a holistic transportation system, and attempts to break it down into limited bureaucratic responsibilities will ultimately reduce security.
USCG officers Ross and Coleman developed this notion in detail in a 2003 Homeland Security Journal article[17], wherein they stressed the importance of drawing on the precedents of joint military education.

Although part of the US military, the Coast Guard must rely on the back-up of the Navy when the nation's security is at risk.
In addition to its contributions to maritime domain awareness, Deepwater 's C4ISR system will allow operational commanders to share a common 'picture', so that they can employ forces more productively, and manage risk wisely.
