So, in later years, this was not part of the US Pacific Fleet, which was based on the western coast of the United States and, in 1940, moved to Pearl Harbor, Hawaii.
The commander was Admiral Thomas C. Hart and the fleet was based at Cavite Naval Base and Olongapo Naval Station.
Five of the gunboats were moved to Manila, Wake (PG-43) was left with a skeleton crew as a radio base and was seized by the Japanese on December 8 and Tutuila (PG-44) was given to the Chinese.

Mariveles Naval Base completed on July 22 1941 was used by the US Navy 's Asiatic Fleet.
This base was located on the tip of the Bataan Peninsula.
I had two desktops that were to be connected to the base station directly through Ethernet cables and a laptop that had a wireless adapter.

Mariveles at the southern tip of Bataan had been designated the assembly area and transshipment point for the Marine units and their supplies.
The naval radio station near Sangley Point was already a shambles, for in a raid on 19 December enemy bombers leveled the buildings and set afire large quantities of gas and oil scattered in dumps throughout the surrounding area.
It was reorganized and re-equipped at Mariveles to fill the role of the missing battalion of the 4th Marines; the formal change of title to 3d Battalion, 4th Marines came on 1 January.

 Subic Bay and Fort Wint - Keys to Manila
This failure was a result of the signing of the Washington Naval Treaty in 1922 which forbade the updating of American outposts in the Pacific.
The next naval action in Subic Bay took place on February 1 when PT 32 attacked and hit with a torpedo what her crew believed to be a light cruiser.
On October 1 1954, the command was renamed the U.S. Naval Base Subic Bay.

Born 12 September 1914 at Louisville, Ky., Bethel Veech Otter reported to the Naval Academy, Annapolis, Md., as Midshipman from Kentucky, 12 June 1933.
He received his commission as an Ensign 3 June 1937 and served in connection with the fitting out of Yorktown and at the Submarine Base, New London, Conn., before reporting to Canopus, a submarine tender, 6 February 1940.
The first Otter (YFB–663), a ferryboat, was built in 1906 by the Navy Yard, Portsmouth, N.H. She spent her naval career at Charleston, S.C. Originally named Kite, her name was changed to Otter 12 October 1920.

Classified YT-116, the tug was inactivated at the Cavite Navy Yard on 22 May— presumably to fit out for naval service—and was renamed Vaga on 29 July 1931.
Commissioned at Cavite on 1 August, with Boatswain Glen B. Swortwood in command, Vaga commenced local operations out of the navy yard which would occupy her throughout the ensuing decade, as war clouds gathered over the Far East.
On 31 December, Vaga was assigned to the Inshore Patrol, to safeguard Corregidor's shorelines and to oppose the movement by water of Japanese men and materiel along the shores of Manila Bay.

The 4th Marines was put under the command of Rear Admiral Francis W. Rockwell, commanding the 16th Naval District, and given the mission of protecting the naval stations on the island of Luzon, primarily Olongapo and the Navy Section Base at Mariveles.
The 1st Battalion was awakened at 0300 to be ready for the daylight move to Mariveles at 0730.
The ship was interned in Mariveles harbor, and a guard of eight 1st Battalion Marines prevented the crew from moving the vessel.

 4th Marines - epic accomplishments and myths
The move started a 14-year occupation of Shanghai, giving the regiment the nickname "China Marines" as well as the official title "4th Marines." During that period, 4th Marines became a feared and respected force throughout China.
With war looming on the horizon, the 4th Marines deployed to The Philippines in November 1941 to defend Olongapo Naval Station and the Mariveles Naval Section Base near Manila Bay.
One month later, after the bombing of Pearl Harbor, the regiment was redeployed to Corregidor to support the U.S. and Philippine Armies' defense of the island.
